Use of Gary Street Water Tower Site for
Snowmobile Safety Training
Request
The River City Snow Riders have requested use of the Gary Street water tower site for
snowmobile safety training on Saturday, December 16, 2000.

Analysis
The snowmobile club has requested use of the area near the Gary Street water tower
site for the driving portion of the snowmobile safety course. This course is geared
toward educating younger snowmobilers in safe snowmobile operation.
A portion of the area adjacent to the water tower will be utilized for winter hockey
skating. In fact, the hockey boards may be in place by December 16, 2000, weather
and time permitting. There is, however, ample room west of the hockey rinks for use by
the snowmobilers.
The City Council adopted a policy (attached) for use of city-owned land that is being
marketed for sale. This site has been discussed as a possible location for either the
Minnesota Sports Federation or a YMCA, however, it is not being marketed for sale.
The requested use appears to be consistent with the guidelines established by the
attached policy.
Recommendation

Staff recommends that the City Council allow use of the Gary Street property for the
snowmobile safety course on December 16, 2000 with the condition that any excessive
damage caused by the snowmobiles will be corrected by the snowmobile club.

The River City Snow Riders safety instructors would like permission from
the City of Elk River to use the property near the water tower on Gary
Street (overflow parking for the fair) for the driving portion of their
snowmobile safety course for youth. The date of testing is Saturday,
December 16, 2000 beginning at 9:00 a.m.
Could you have this item put on the council agenda and let me know the
date and time.

CITY POLICY
RivelUsE OF CITY PROPERTY
This policy pertains only to property owned by the city, Housing
and Redevelopment Authority (HRA) and/or the Economic
Development Authority (EDA) that is being marketed for sale.
1. The Council may consider requests for use of city, HRA
and/or EDA property only if the requested use is
considered a community event.

2. Community events are defined as events sponsored by a
not-for-profit entity that provide benefit to, and betterment
of, the community as a whole.
3. Each request should first be presented to city staff. Staff
will then refer the request to the Council.
4. The Council has the discretion to either allow or not allow
the requested use of city property for the community event.
5. The Council has the discretion to stipulate the manner in
which the property may be used.
