SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL
HELD AT THE ELK RIVER CITY HALL
MONDAY, DECEMBER 4, 2000

1. Call Meetina To Order
Pursuant to due call and notice thereof, the special meeting of the Elk River City
Council was called to order at 6:00 p.m. by Mayor Klinzing.

Truth in Taxation Public Hearina
City Administrator Pat Klaers explained that the purpose of this public hearing is to
receive citizen and property owner input on the proposed 2001 city budget and
tax levy.
Mr. Klaers indicated that the proposed general fund budget for 2001 is $6,470,000.
He gave a description of the general fund revenues and expenditures by
category. The city administrator explained the budget by type of services and
departments.
Finance Director Lori Johnson reviewed information on the city tax rate and levy.
She indicated that the city levy is proposed at $4,457,247, which is 11.55 percent
or $461,778 more than last year. Lori stated that due to the growth in the city net
tax capacity, it is estimated that the city tax rate will increase by only 1 percent
next year. She further explained how the total property tax is divided between
the city, the county, and the school district and further gave some property tax
comparisons showing how the tax rate would affect residential homestead and
commercial/industrial properties.
Mayor Klinzing Mayor Klinzing opened the public hearing for citizen input on the
general fund budget and tax levy for the 2001 City of Elk River budget.
Dorothv Michaels - 200 Morton Avenue had some questions pertaining to the
procedure of appraising homes in the city.
David Grove - 11871 192nd Ave. NW - Mr. Grove indicated that his estimated city
tax had risen by 14%. He indicated that he felt the tax percentage increase is too
high.

There being no further comments from the public, Mayor Klinzing closed the
public hearing.
Mayor Klinzing indicated that the council would adopt the 2001 budget at the
December 11, 2000, City Council Meeting to be held at 6:30 p.m.
3. Adiournment
There being no further business, Mayor Klinzing adjourned the meeting of the Elk
River City Council at 6:45 p.m.
