To review the proposed 2001 fee schedule.

BACKGROUND:
Fees for services are reviewed yearly to ensure that fees are sufficient to
cover services rendered. Department heads have reviewed fees relating to
their perspective departments. The fee schedule is attached. The schedule
reflects the proposed changes. Proposed changes are reflected in the attached
schedule.
ACTION REQUESTED:
The Council is requested to review the changes. Following Council review,
and recommendation, staff will prepare a resolution reflecting the new fees.
The resolution will be presented to the Council on December 18.

Listed below are the proposed amendments to the 2001 fee schedule relating
to the administration department.

Video Operator
This covers costs incurred by the video operator, use of the video equipment,
janitorial service, and use of council chambers.
City Flag
This has been deleted. At this time we do not have any city flags. We will be
proposing a new flag when the brand/communication plan is complete.
Surface Water Management Impact Fee
This fee increases by 3% annually as established by Resolution 94-110.
Transient Merchant License
Staff is proposing to increase this fee due to the staff time it takes to process
these licenses and the time spent responding to complaints.

2001 Fee Increases
The Park and Recreation Commission has been reviewing park dedication and
park facility use fees for recommendation to the City Council. The Park and
Recreation Commission recommends the following:
1. Residential Park Dedication fee increase of $70 to $1,470.00 per dwelling
unit, a proposed increase of 5%.

A park facility use fee for open park shelters of $20 for Elk River residents
and $40 for non-residents; also a fee for enclosed park shelters of $40 for
Elk River residents and $80 for non-residents.
The Commission is also reviewing a sliding scale deposit for the use of
Woodland Trails Park by community groups and non-728 District schools. This
recommendation will be brought to the Council in January for consideration.
If you have any questions regarding the recommended fees, I will be in
attendance at the December 18th City Council meeting.

SUBJECT: BUILDING AND ZONING RELATED
FEES
The Building and Zoning Department is proposing increases to several of the fees
charged for various permits because they currently do not cover the city's cost of
administering those permit. Building and Zoning staff are proposing that where a
minimum fee for a permit is identified, that minimum is $45.
Additionally, enforcement of the new state energy code necessitates the creation of two
new types of permits. The city now requires permits for window replacement and
residing. Staff recommends the fee for these permits be set at the minimum rate of $45.
.
Currently, a "Street Disruption Permit" is used when city R-O- W is crossed to hook-up a
structure to city sewer and water and also for the placement of main utility lines, which
involves the disruption of the city R-O-W for long distances. The scope and issues
associated with these types of jobs are different enough that staff is recommending they
are covered under three separate types of permits. A "Street Disruption Permit" will still
be used for the major utility work; a "Utility Hook-up Permit" will be used for hooking-
up a structure up to gas, phone, etc.; and a "Sewer and Water Hook-up Permit" will be
used for those utilities. Separating these permits also avoids confusion regarding who
inspects the work.
Other changes include rewording the title of a couple permits fees to avoid confusion on
what type of work is covered. Lastly, the section in Exhibit D of the 2000 Fee Schedule
that talks about plumbing alterations and repairs is not used. Staff recommends it be
eliminated.
The Building and Zoning Department's recommended changes to the City of Elk River's
2001 Fee Schedule are as follows:

CITY OF ELK RIVER
FUEL-GAS PIPING PERMIT FEES
The Chief Building Inspector, before issuing any permit for the installation of
any fuel-gas piping, shall require the payment by the applicant for such permit
of fees in the amount herein provided.
Minimum Fee
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be less than Eighteen Dollars ($18.00 $45.00).
Basic Fees
(A)
The fees for all fuel-gas piping permits shall be computed on the basis of the
number of fuel-gas appliances. The fee for each appliance so provided for shall,
except as hereinafter otherwise specifically provided, be Six Dollars ($6.00) for
each fuel-gas appliance.
(B)
Where any such permit is issued for roughing-in of fuel-gas lines for future
appliances, a fee of Six Dollars ($6.00) shall be charged for each line or lines.
(C)
In addition to the Six Dollar ($6.00) charge for each fuel-gas appliance and
future fuel-gas lines run for appliance, a Six Dollar ($6.00) charge for the main
fuel-gas supply in the building shall be charged.
(D)
For the purpose of this article, a gas appliance shall be taken to mean a
furnace, range, water heater, dryer, fireplace, barbecue, etc.

HEATING, VENTILATION AND AIR CONDITIONING
PERMIT FEES
FEES REQUIRED
The Chief Building Inspector, before issuing any permit for the installation,
alteration, or repair of any heating, ventilation, and air conditioning
appliance items, connections or appendages, shall require the payment by the
applicant for such permit of fees in the amount herein.
MINIMUM FEE
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be less that $18.00 $45.00.
MAXIMUM FEE
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be more than $100.00 for a single family home.
PERMIT FEE FOR HEATING. VENTILATION AND AIR
CONDITIONING APPLIANCE ITEMS. CONNECTIONS OR
APPENDAGES
For any permit for the installation, alteration or repair of the above-
referenced items, the fee shall be one and one-half percent (1.5%) of the
valuation of the work or as calculated under the Uniform Mechanical Code,

any plumbing work, fIxture, or device, shall require the payment by the
applicant for such permit of fees in the amount herein provided.

Inspector be less than Twenty-Four Dollars ($21.00) $45.00
BASIC FEES
(A)
The fees for all plumbing permits shall be computed on the basis of the
number of fIxture openings, plumbing fIxtures, or devices provided for in such
permits, whether subsequently so installed or not, and the fee for each fIxture
so provided for shall, except as hereinafter otherwise specifIcally provided, be
Eight Dollars ($8.00) for each fIxture installed or replaced or set only (no
waste or vent piping), the fee for each such fIxture shall be Eight Dollars
($8.00).
(B)
Where any such permit is issued for roughing in plumbing openings only,
providing for certain proposed fIxtures, which are to be installed or set later,
a fee of Eight Dollars ($8.00) shall be charged for each such opening, which
fee shall be in addition to the fee charged for other plumbing work included
in the same permit.
(C)
For the purpose of this article, a plumbing fIxture shall be taken to mean and
include any sink, laundry tub, bathtub, wash basin, drinking fountain, floor
drain, or any other plumbing device arranged to be connected with the sewer
or plumbing system, either directly or indirectly, and required to be trapped.
