West rt /JAIl Fire Chief FROM: DATE: December 11, 2000 SUBJECT: Full-Scale Exercise . Reauest The city of Elk River has been approved for a Hazardous Materials Emergency Preparedness Grant for the May 5,2001 full-scale exercise to be located in the city of Elk River. Enclosed you will find information in reference to the grant received from the Department of Emergency Management State of Minnesota for $1,500. The Mayor and City Council must approve a resolution authorizing execution of the grant agreement. The resolution authorizes Lori Johnson, Finance Director and myself to execute the agreement on behalf of the city of Elk River. The full-scale exercise will be May 5,2001. The planning process has begun for all of the response agencies that will be involved in the full-scale exercise. If you have any questions please feel free to call me at the Elk River Fire Department (763) 441-4919. I will be in attendance at the Monday night Council meeting. RESOLUTION NO. 00-_ A RESOLUTION FOR THE CITY OF ELK RIVER RESOLUTION AUTHORIZING EXECUTION OF GRANT AGREEMENT WHEREAS, the State of Minnesota has been given a grant by the U.S. Department of Transportation under the Hazardous Materials Emergency Preparedness (HMEP) Program; and WHEREAS, the City of Elk River has applied in good faith for HMEP monies for a training exercise; THEREFORE, BE IT RESOLVED, that the City of Elk River fully agrees to the terms of the grant, and, with the passage of this resolution, officially requests the Division of Emergency Management to enforce the contract in accordance with the applicable rules and regulations; BE IF FURTHER RESOLVED, THAT the Emergency Management Director and the Finance Director be and hereby are authorized to execute the agreement and thereby assume for and on behalf of the City of Elk River all of the contractual obligations contained therein.
