Dear fellow Elk River City Council Members,
Attached please find a letter from U.S. Representative Zach Wamp inviting me; as Mayor of Elk
River, to the 49th National Prayer Breakfast on February 1,2000 in Washington, D.C.
1 feel very honored to have received this invitation since (I understand) the prayer breakfast
organizing committee receives requests from many thousands of people each year wanting to attend. My
interest in attending this event began with a chance meeting recently with John Cathey, the head staff
member of the committee. He spoke at an event in Minnesota which 1 attended. After being introduced
to Mr. Cathey and having a brief conversation, he asked me if 1 would like to attend the National Prayer
Breakfast in 2000. Shortly there after, 1 was contacted by a prayer breakfast representative from Minne-
sota and informed that 1 would be receiving my invitation soon.
1 am interested in attending for several reasons. 1 would very much like to meet our president;
vice president, members of Congress and other national and world leaders. 1 am interested in attending
the National Leadership Seminar which is held in conjunction with the prayer breakfast. 1 would also
use the time in Washington to meet with our U.S. Congressional delegation. U.S. Representative Jim
Oberstar's office will facilitate my appointments with, hopefully, Senators Wellstone and Dayton.
. Costs associated with my attendance at the two-day National Prayer Breakfast and Leadership
Seminar would include $375 for the breakfast and seminar activities, approximately $500 for air travel,
and approximately $400 for two nights hotel stay. 1 would pay for these expenses and then submit a
request for reimbursement from the city for the actual expenses.
1 am seeking council approval at this time since the prayer breakfast committee wants a defini-
tive answer on my attendance immediately. Several months time is needed to conduct the necessary
security background checks on prayer breakfast attendees.

join us for the 49th National Prayer Breakfast on February 1, 2001 at the iiilton
Washington Hotel in Washington, D.C. Annually, Members of Congress. tbe President,
the Vice President, and other national leaders ga.ther to reaffirm our truat in God
and rec.ognize the reconciling power of prayer. Although we face tremendous challenges
each day, our hearts can be strengthened, both individually and collectively, as we
seek God.s wisdom and guidance together.

An integral part of the Breakfast is the Na.tional Leadership Sem.inar which
includes wednesday dinner and 'i'huL:sday seminar, lunch, aud c.inI~e:.:'. .Po. ter,;~e.t:. ve
schedule is enclosed. These events provide an opportunity to be with outstanding
people from around the world.
The total cost is $375 per person of which $170 is tax deductible. This money
allows us to invite responsible leaders from all sections of our society as well as
other nations, who, becauaeof limited financial resources, would not otherwise be
able to attend.
