At the Northstar Corridor Development Authority meeting held on December ih,
the bulk of the meeting was mostly housekeeping items and contract approvals.
There was some discussion regarding the NCDA response to the cities
comments on the Advanced Corridor Plan. Ken Stevens indicated that the NCDA
station plan will"flush out" the basic MnDOT park and ride design. The NCDA will
add items such as landscaping, pedestrian access, lighting etc. Enhancements to
the basic station design such as upgrading the station shelters will be the
responsibility of the individual city. The public hearing for the Draft Environmental
Impact Statement will be held at the Sherburne County Government Center on
Wednesday, December 13th, from 5 to 7 p.m. Representatives from the NCDA
will be available to answer questions from 5 to 6, and formal public comments' will
be taken from 6 to 7.

:The Northstar Corridor Development Authority met in regular session on November 2, 2000, in the Board Room at the
Sherburne County Government Center, Elk River, Minnesota.

1. The meeting was called to order at 4:35 p.m.
2. A motion was made by Steve Billings, seconded by Dave Saunders and carried unanimously to
approve the agenda of November 2,2000, and the minutes of September 7,2000, as presented.

Executive Committee Report:
a) Lona Schreiber, Anoka County, updated members on the 2001 Legislative Position. The
proposed legislation as recommended by the Executive Committee is that the Northstar
Corridor Development Authority support a request to the Legislature for: $92,000,000 (40%
of the capital costs of the Northstar Commuter Rail Project); and further support a request
for the identification of a funding source for operating costs not covered by fare collection.
b) A motion was made by Ewald Petersen, seconded by Mark Stenglein, and carried
unanimously to approve the recommendation of the Executive Committee that the Northstar
Corridor Development Authority authorize the Chair to execute an agreement with Himle
Homer Incorporated in an amount not to exceed $40,000.00 with a term of November 1,
2000 through December 31,2000, to provide services as outlined in the Public Information
and Involvement Scope of Services dated October 16,2000.
c) A motion was made by Steve Billings, seconded by Duane Grandy, and carried unanimously
to approve an amendment to the Agreement for Professional Services with David Loch,
increasing the contract amount by $27,000 and authorize the Chair to sign said Agreement.
c) A motion was made by Dave Saunders, seconded by Jerry Goebel and carried unanimously
to approve the recommendation of the Executive Committee that the Northstar Corridor
Development Authority approve the proposed 2001 contracts as shown in the Proposed 2001
Contracts based on Approved 2001 budget table dated October 13,2000, and authorize the
Chair to finalize negotiations and execute the contracts in the amounts set forth in the table.
d) A motion was made by Duane Grandy, seconded by Lewis Stark, and carried unanimously
to approve the recommendation of the Executive Committee that the Northstar Corridor
Development Authority authorize staff to work with Mn/DOT to issue an RFQ for
Administrative and Brokerage Services for an Owner-Controlled or OtherInsurance
Program and approve the procurement process for an insurance broker.
e) A motion was made by Steve Billings, seconded by Mark Stenglein, and carried (Betsy
Wergin voting nay) to approve the recommendation of the Executive Committee that the
Northstar Corridor Development Authority partner with the Metropolitan Council on a
parking study of station sites at a cost not to exceed $7,500. The motion carried.

Ken Stevens distributed copies of Resolutions approved by cities, towns, and counties regarding the
Advanced Corridor Plan. The next step will be that Mn/DOT and the Northstar Corridor
Development Authority will address the cities' conditions and comments within 45 days. There will
be further discussion of this issue at the December NCDA meeting.

5. Tim Yantos updated the members on the status of the Multi-Modal Facilities and Commuter Rail
Services.
A motion was made by Mark Stenglein, seconded by Lewis Stark and carried unanimously to
request the Anoka County Regional Railroad Authority to issue an RFP for operating services on
behalf of the NCDA.
6. Tim Yantos, John Norgren, Duane Grandy and Ken Stevens reported on the NCDA trip to review the
SeattleNancouver Commuter Rail System.
7. The following dates have been scheduled for NCDA public hearings to present the Advanced
Corridor Plan:

8. Tim Yantos reviewed the Critical Milestones for the Northstar Corridor Schedule.

Ken Stevens provided an update on the Hiawatha LRT and Red Rock/Central Commuter Rail
connections.

10. Ken Stevens introduced Paul Danielson, URS/BRW Project Manager, who will be working with the
NCDA on the preliminary engineering work. Ann Terese-Smith from Mn/DOT was also introduced
to the NCDA members.
11. The next meeting is scheduled for December 7,2000, at 4:30 p.m. at the Sherburne County
Government Center.

Northstar Corridor Project supports Sherburne County designation of relocated Lincoln
A venue as a county road.
Northstar Corridor Project supports the installation of the traffic signal when warrants are
met. However, the traffic signal is not initially needed for the commuter rail station to
function. Further, the Northstar Corridor Project supports the relocation of Del-Tone
Road.
No acquisitions of property from adjacent existing businesses are planned for the
commuter rail station. It should be noted, however, that if the frontage road were
constructed as proposed in Item No. I, acquisition of a portion of the existing businesses
north of the commuter rail site would be required.
The Northstar Corridor Project will provide space on the site for the potential Amtrak
station relocation and will assist with contacts with Amtrak, BNSF and the State
Historical Preservation Office (SHPO) for the City to pursue this issue.

consistency with city zoning ordinances and development standards.
7) Northstar Corridor Project will develop both an overpass or underpass alternative and
will present to the City and Town for their recommendation subject to technical
feasibility and cost effectiveness.
Clear Lake
The Northstar Corridor Project has looked at several alternative sites both inside the City limits
and outside the City limits. Given that no clear alternative exists, Northstar Corridor Project
agrees to accept the decision of the City to eliminate the station with the City of Clear Lake
from the Phase I project.
Becker
The Northstar Corridor Project will review the station design plans with the cities at the
completion of preliminary engineering and will work with the cities to achieve consistency with
city zoning ordinances and development standards.
Big Lake
The Northstar Corridor Project will review the station design plans with the cities at the
completion of preliminary engineering and will work with the cities to achieve consistency with
city zoning ordinances and development standards.
Elk River
1) Northstar Corridor Project will provide the opportunity to the City of Elk River to
enhance the commuter rail station subject to the cost to be borne by the City.

on Northdale Boulevard during the preliminary engineering phase of the project. Further,
the Northstar Corridor Project will confirm that appropriate pedestrian access is
identified for the site. Finally, the station site will provide the necessary identified
required measures to mitigate station noise.
3) Further evaluation of the storm sewer at the Foley site will be performed to confirm the
adequacy of the existing system.
Fridley
The City of Fridley disapproved the commuter rail station, however, provided several conditions
if a station is sited in the community. We will address the conditions identified in the resolution.

The Northstar Corridor Project will review the station design plans with the cities at the
completion of preliminary engineering and will work with the cities to achieve
consistency with city zoning ordinances and development standards.
The Northstar Corridor Project has reviewed all the potential sites bordering the BNSF
within the City limits based on service, safety, access, land use, and the provision for
park and ride facilities. The evaluation identified the 61" Avenue/61" Way site as the
preferred site for consideration.
The September 20,2000 site plan addressed concerns raised in the public meetings and
discussion with City staff responds to the concerns raised by the community.
The Northstar Corridor Project will evaluate the needed and preferred traffic movements
to the southerly driveway on the east side parking lot. We will work with the City's
engineering department to adequately address the concerns.
The Northstar Corridor Project concurs with the northerly driveway access to be shared
with the development parcel adjacent to the commuter rail station.
The Northstar Corridor Project has established a policy of providing the necessary stonn
water ponding for the actual commuter rail station. The Northstar Corridor Project
supports joint use ponding and will continue to evaluate opportunities during Preliminary
Engineering. The City or developer must bear all costs of ponding attributable to the
development parcel prior to construction.
If platting is necessary, the Northstar Corridor Project will address this issue.
The Northstar Corridor Project is open to pursue the possibility of Ashton Avenue being
a public street through the commuter rail station site, however, the idea will need further
consideration to resolve potential issues such as maintenance of the roadway, lighting,
driveway locations and type, setback issues, sidewalk requirements, and other
zoning/ordinance requirements.
If Item No.8 is detennined to be an acceptable response, consolidation of access points
will be one issue that will need to be further resolved.
The Northstar Corridor Project will continue to pursue the "switchback" access to the
underpass as shown on the September 20, 2000 site plan, however, further investigation
for the construction of an enclosure will be based on the technical feasibility and cost
effectiveness of the enclosure.
All sidewalk and bikeway connections within the commuter rail station site will be

constructed as part of the commuter rail station project. Any links outside the commuter
rail station site will be the responsibility of the City.
12) The Federal Railroad Authority regulates these issues and the Northstar Corridor Project
is committed to meeting these requirements. If the City of Fridley is successful in
minimizing or eliminating whistle blowing within the City limits, the Northstar Corridor
Project will abide by these restrictions approved by the Federal Railroad Authority.
13) The Northstar Corridor Project will provide the necessary identified required measures to
mitigate station noise.
14) The Northstar Corridor Project, as part of the preliminary engineering program, will
prepare a technical memorandum on the recommended siting of the Central Control
Facility.
15) MnDOT is working on an overall commuter rail operation and maintenance plan.
Operation and maintenance of the Fridley commuter rail station will comply with the
plan.
16) Anoka County will review the existing funding agreement for the 6151 A venue/East River
Road traffic signal and will follow standard County policies for funding of signal
operations costs.
Minneapolis
.
The Northstar Corridor Project will review the station design plans with the cities at the
completion of preliminary engineering and will work with the cities to achieve consistency with
city zoning ordinances and development standards. Further, the Northstar Corridor Project
acknowledges that the downtown station site has extensive adjacent development issues that
need to be resolved by several other agencies. The Northstar Corridor Project will work to
coordinate the issues related to the commuter rail station that will provide maximum flexibility
as deemed technically feasible and cost effective to the Northstar Corridor project. Specifically,
the Northstar Corridor Project team knows the issues identified in the resolution and every
attempt will be made to incorporate into the preliminary engineering plans. However, it should
be noted that the station design may be completed ahead of various other studies on this site area
and could be subject to significant revision if a redevelopment opportunity comes to this site.
The Northstar Corridor Project is working with the City of Minneapolis regarding the potential
northeast station site at 7th Street. This station site will address issues of connections to the bus
system, connection to future Red Rock commuter rail system, and land use.
The Northstar Corridor Project encourages Metro Transit to pursue adequate bus system
connections in this portion of the City of Minneapolis. Bus routing decisions are, however, the
responsibility of Metro Transit.

The next step in the Advanced Corridor Plan approval process is review of
the Plan by the metropolitan planning organizations (St. Cloud APO and
the Metropolitan Council). Each planning organization is required to hold
a public hearing on the plan, allowing comments on whether the plan is
consistent with its development guide. Within 60 days of the public
hearing, the metropolitan planning organization must determine whether
the plan is consistent and, if so, approve the plan. If the planning
organization determines that the plan is inconsistent with its development
guide, it must identify the amendments necessary to the plan to make it
consistent. The Commissioner of Mn/DOT must incorporate the
amendments into the final design plan for the commuter rail project.
In order to initiate the process of review and approval by the St. Cloud
APO and the Metropolitan Council, it is recommended that the Mn/DOT
Commissioner and the NCDA submit to the Council and APO the
Advanced Corridor Plan, the resolutions from the cities and comments
from the Counties, and the response from Mn/DOT and the NCDA.

At the November meeting, the NCDA approved the 2001 contract for
Mainline Management for capacity modeling and BNSF negotiations
assistance. Protracted negotiations with BNSF have required additional
modeling and analysis of results. The 2000 budget will be expended with
the November invoice. The 2001 budget for these services is $75,000.
Continued negotiations with BNSF require the uninterrupted services of
Mainline Management. In order to maintain continued services it is
recommended that the start date for the 2001 contract be advanced to
December 1,2000.
Action Requested: The Executive Committee recommends that the
NCDA advance the 2001 contract start date for
Mainline Management and the NCDA agreement, in
order to continue capacity modeling and BNSF
negotiations.

On September 7,2000, the Project Management Team received approval from
the NCDA to issue a Request for Proposals (RFP) for Public Information
Services. The Scope of Services would provide for public information and
involvement services to help NCDA foster a well informed public which feels it
has opportunities to contribute to project decision making through a broad array
of involvement opportunities in 2001. The RFP included the contract terms and a
maximum contract amount of $250,000.00. On October 19, 2000, the NCDA
released the RFP for professional services. Proposals were due November 28,
2000.

An evaluation team was formed to evaluate all responses to the RFP. This team
consisted of:

Action Requested: That the NCDA consider the selection of the firm for
professional services to conduct public information and
participation activities and authorize the Chair to finalize
negotiations and execute a contract in an amount not to
exceed $250,000.00 for services and expenses with a term
of January 1, 2001 through December 31, 2001.

On September 7,2000, the Project Management Team received approval from
the NCDA to issue a Request for Proposals (RFP) for Engineering and Design
Services for Multi-Modal Facilities to be located in the City of Ramsey and the
City of Coon Rapids (Riverdale). The Scope of Services would provide for the
development of a set of environmental documents, plans, specifications and cost
estimates sufficient to advertise for bids and construction facilities. The RFP
included the contract terms and a maximum contract amount of $100,000.00. On
October 31,2000, the NCDA released the RFP for professional services.
Proposals were due November 30, 2000.

An evaluation team was formed to evaluate all responses to the RFP. This team
consisted of:

Ken Stevens, NCDA Consultant
Mary Richardson, Richardson, Richter & Associates
Jan Lucke, Richardson, Richter & Associates
Ed Shukle, Anoka County
Two firms responded to the RFP: URS/BRW and TKDA. The evaluation team is
in the process of checking references this week, and will submit its evaluation
and a recommendation at the NCDA meeting on December 7,2000.

Action Requested: That the NCDA consider the selection of the engineering
firm for the engineering and design services for multi-
modal facilities to be located in the City of Ramsey and the
City of Coon Rapids (Riverdale) and recommend that the
Anoka County Regional Railroad Authority execute a
contract in an amount not to exceed $100,000.00 for
services and expenses with a term of December 12, 2000
through March 30, 2001.
