Adoption of the 2001 fee schedule.

BACKGROUND:
At the December 11, 2000, Council meeting, the Council reviewed the
proposed 2001 fees. During review of the proposed fees, the Council had some
questions on the proposed park dedication fee increase and the proposed fees
for park shelters. A representative from the Park and Recreation Commission
will be present at the December 18th Council meeting to answer questions
pertaining to these two issues.
ACTION REQUESTED:
Adoption of the attached resolution setting the 2001 fees for services.

Park and Recreation Commission Fees
Request
The Park and Recreation Commission would like the City Council to consider the
following changes to the City's fee structure for 2001.
Park Dedication
.
The Commission is proposing a five percent increase of the residential park dedication
fee from $1,400.00 to $1,470.00 per dwelling unit. This is a $70.00 increase. Much of
the fund's balance is due to residential development, which provides places for people
to live. Those residents in turn utilize the parks and playgrounds that are developed
through the use of the funds. As of November 30,2000, the City spent $110,679.88 on
capital outlays in parks while taking in $161,560.00 in cash. The Commission will be
reviewing its 2001 budget in January, and it is anticipated that a similar amount may be
recommended to be spent next year.
It is staff and the Commission's opinion that a small increase each year is easier to sell
than a larger increase every 3-5 years. For commercial and industrial properties,
however, it is recommended to increase the amount every three years due to the large
beginning amount ($2,000.00 or $3,000.00 per acre).
Shelter Fees
Currently, the City requires only a deposit for the use of the City's various park shelters,
which is returned if the shelter and the surrounding area are left in good condition. Staff
and the Commission are recommending that a change to this policy be considered.
The following fee structure is proposed:

Open park shelters: $20 for Elk River residents
$40 for non-residents;
Enclosed park shelters: $40 for Elk River residents
$80 for non-residents

There was discussion at the December 11, 2000 meeting regarding the use of the
shelters by non-residents. Community Recreation schedules use of the facilities and as
of October 12, 2000, 160 reservations had been made. Of those reservations, 32 were
made by either Community Recreation or ECFE. Eight had been made by the
Chamber of Commerce for the July 4th Celebration. Of the remaining 120 reservations,
19 were with non-residents, although many appear to have some tie to Elk River, for
example the Handke Staff picnic was scheduled by a person from S1. Michael.
Woodland Trails Park
The Commission is also recommending a use fee for non-district schools for the use of
Woodland Trails Park for cross-country ski team practices of $50.00 per date of use.
The Commission has also established a policy that limits the dates available for practice
in order to protect the resource. That policy is attached for your review.
Also for Woodland Trails Park, the Commission is recommending a deposit for the use
of the park:

OUT OF TOWN SKI TEAM PRACTICE POLICY
FOR WOODLAND TRAILS PARK
Out of town high school cross-country ski teams may request practice dates at
Woodland Trails Park with the following restrictions:
1. Requests for practice dates must be made 5 business days before the
date of the requested use.
2. Out of town teams may practice two days each month for the months of
December, January, and February.
3. A maximum of two out of town teams may practice per week.
4. Only one out of town team may practice per day.
5. Practices will be limited to Monday through Thursday on open dates
listed below.

A RESOLUTION ADOPTING FEES FOR SERVICES FOR 2001
WHEREAS,
fees for services are reviewed annually to ensure that fees
are sufficient to cover services rendered; and
WHEREAS,
the council has reviewed the fees charged for services; and
WHEREAS,
the attached fee schedule reflects the fees that will be
charged for services rendered by the city of Elk River in
the year 2001.
NOW, THEREFORE, BE IT RESOLVED, that the attached fee schedule is
effective for the year 2001.
Passed and adopted by the City Council of the City of Elk River this 18th day

FUEL-GAS PIPING PERMIT FEES
The Chief Building Inspector, before issuing any permit for the installation of
any fuel-gas piping, shall require the payment by the applicant for such
permit of fees in the amount herein provided.
Minimum Fee
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be less than Eighteen DollarD ($18.00). Forty-five Dollars ($45.00).
Basic Fees
(A)
The fees for all fuel-gas piping permits shall be computed on the basis of the
number of fuel-gas appliances. The fee for each appliance so provided for
shall, except as hereinafter otherwise specifically provided, be Six Dollars
($6.00) for each fuel-gas appliance.
(B)
Where any such permit is issued for roughing-in of fuel-gas lines for future
appliances, a fee of Six Dollars ($6.00) shall be charged for each line or lines.
(C)
In addition to the Six Dollar ($6.00) charge for each fuel-gas appliance and
future fuel-gas lines run for appliance, a Six Dollar ($6.00) charge for the
main fuel-gas supply in the building shall be charged.
(D)
For the purpose of this article, a gas appliance shall be taken to mean a
furnace, range, water heater, dryer, fireplace, barbecue, etc.

HEATING, VENTILATION AND AIR CONDITIONING
PERMIT FEES
FEES REQUIRED
The Chief Building Inspector, before issuing any permit for the installation,
alteration, or repair of any heating, ventilation, and air conditioning
appliance items, connections or appendages, shall require the payment by the
applicant for such permit of fees in the amount herein.
MINIMUM FEE
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be less that $45.00 than $18.00.
MAXIMUM FEE
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be more than $100.00 for a single family home.
PERMIT FEE FOR HEATING. VENTILATION AND AIR
CONDITIONING APPLIANCE ITEMS. CONNECTIONS OR
APPENDAGES
For any permit for the installation, alteration or repair of the above-
referenced items, the fee shall be one and one-half percent (1.5%) of the
valuation of the work or as calculated under the Uniform Mechanical Code,
whichever is greater.

PLUMBING PERMIT FEES

any plumbing work, fixture, or device, shall require the payment by the
applicant for such permit of fees in the amount herein provided.

In no case shall the fee charged for any permit issued by the Chief Building
Inspector be less than Twenty Four DollaFEi $21.00Forty-five Dollars ($45.00).
BASIC FEES
(A)

The fees for all plumbing permits shall be computed on the basis of the
number of fixture openings, plumbing fixtures, or devices provided for in such
permits, whether subsequently so installed or not, and the fee for each fixture
so provided for shall, except as hereinafter otherwise specifically provided, be
Eight Dollars ($8.00) for each fixture installed or replaced or set only (no
waste or vent piping), the fee for each such fixture shall be Eight Dollars
($8.00).
(B)
Where any such permit is issued for roughing in plumbing openings only,
providing for certain proposed fixtures, which are to be installed or set later,
a fee of Eight Dollars ($8.00) shall be charged for each such opening, which
fee shall be in addition to the fee charged for other plumbing work included in
the same permit.
(C)
For the purpose of this article, a plumbing fixture shall be taken to mean and
include any sink, laundry tub, bathtub, wash basin, drinking fountain, floor
drain, or any other plumbing device arranged to be connected with the sewer
or plumbing system, either directly or indirectly, and required to be trapped.
