Discussion of the Parks and Recreation Master Plan recommendations for trails
Background/Discussion
On December 14,2016, the Parks and Recreation Commission completed a second review of the
Whiteoak application for Final Plat. The Commission recommended (4-3) that a 10-foot trail easement
be required along the western side of the proposed plat.
The plat was presented to the City Council on December 19, 2016. In their discussion, the Council
indicated concern the Parks Master Plan did not include details including which side of the roadway the
trail would be located.
The master plan provides guidance for future growth including trail connections and expansion,however
it does not provide specific details on the design of trails such as the curves, topographic changes,
intersections, etc. The Council expressed a desire for master trail plans with further refined details. Staff
plans to discuss trail connectivity and trail details at an upcoming work session with City Council.
The intent of this discussion is to identify challenges with trail priorities,placement,and connectivity.
