Highway 10 Water Main Project
BACKGROUND:
The Minnesota Department of Transportation (MNDOT) has planned to rebuild Highway 10
from Waco Street to Proctor starting in 2017 and finishing in 2018. They are widening the
highway and replacing the bridge over the Elk River.
DISCUSSION:
After many meetings with MNDOT, it has been decided that we will be relocating 900 feet of
water main between Simonet Drive and Xenia Avenue due to the need of additional storm water
treatment. We will also be lining 1,050 feet of water main between Gary Street and Simonet
Drive to meet MNDOT compliance with their reinforced soil slope designs. We will be incurring
some costs in 2017 that were unbudgeted. The 2017 budget has $80,000 set aside for facility
maintenance. We will be utilizing some of that money in 2017 to relocate the 900 feet of water
main. The relining project will occur in 2018, which we will budget for next year. The work that
will need to be completed does not have an effect on rates, and should not affect reserves.
