6.1e ERMUSR 01-10-2017 Elk River Municipal Utilities UTILITIES COMMISSION MEETING TO: FROM: Elk River Municipal Utilities Commission Eric Volk- Water Superintendent John Dietz—Chair Al Nadeau— Vice Chair Daryl Thompson—Trustee MEETING DATE: AGENDA ITEM NUMBER: January 10, 2017 6.1e SUBJECT: Staff Update DISCUSSION: • Delivered five new water meters. • Sealed the water meter, and took curb stop ties from five water services. • Went on eight service calls. • Completed 25 BACTI/Total Chlorine Residual Samples o All confirmed negative for Coliform Bacteria. • Completed 20 routine fluoride samples o All samples met MDH standards. • The Minnesota Department of Health(MDH) completed the 18 month sanitary survey. Our district engineer did not find any violations. The MDH recommended that we continue our annual leak detection program. • Municipal Builders, Inc. (MBI) has started to install the support media into the filter at WTP#7. This process will take a few days. After the installment of the support media, they will install the filter media. We are still on track for an early February startup. • The water operators have nearly completed the preparation of WTP#4 for blasting and painting. Dave Ninow has been steadily working on the commercial water meter audit. Rules 4725.4450 and 4725.5850 Pumps/Pump Facilities and Controls No deficiencies observed. Treatment Changes in treatment are required to be approved by the Minnesota Department of Health before they are implemented. [Minn. Rules 4720.0010] An additional pressure filter is being installed in treatment plant#7. Water Storage It is recommended that all water storage structures be inspected externally on a seasonal basis to assess and repair environmental damage and verify integrity of vents and screens. A written maintenance program should include periodic internal inspection and cleaning. Operating procedures addressing minimum and maximum water levels and target turnover rates should be in place. [AWWA Standards Distribution Systems Operation and Management, Sec. 4.3] Distribution The system has begun a leak detection and remediation program. It is encouraged that this program continue as it is an excellent tool to control water loss and as a conservation measure.
