The Commission recommended (4-3) that a 10-foot trail easement be required along the western side of the proposed plat. The Whiteoak plat was presented to City Council at the December 19 meeting. City Council discussed that the Parks and Recreation Master Plan was not detailed on which side of the roadway the trail should be located. City Council made the final decision that the trail easement shall be required along the eastern side of the road which is what the applicant requested. The Parks and Recreation Master provides guidance for trails along roadways and does not provide specific details on the design of trails such as the curves, topographic changes,intersections ,etc. The Parks and Recreation Commission on January 11 discussed the recent City Council meeting regarding trail recommendations in the Parks and Recreation Master Plan. The Commission decided to have a work session to identify the layout, connectivity and side of the road for the trails. It was recommended that city staff facilitate a work session to review the side of the road that the recommended trails be located. Most of the Commission members felt that the details such as right of ways and elevations should not be part of the planning process at this time.
