Attach are memos from both Terry Zajac and Cliff Skogstad regarding out of state
conferences they wish to attend. These conferences are very valuable for keeping up to
date with changes in building codes, products, and technology. In addition, continuing
education credits are required for the inspectors to keep their certifications.
Both of the conferences addressed by this memo have been approved in the city's 1999
budget and I am in agreement with Terry's and Cliffs choices on what they wish to
attend.

Out of State Conference
On February 1-5, 1999, the University of Wisconsin, Madison, will be hosting their 29th
annual Building Inspection Seminar. The classes offered at this seminar such as
developing effective code inspection and enforcement techniques, methods, systems, and
styles, basic structural principles and elements of building construction, wood and steel
structure inspections, to name a few, are not offered in our area. I believe these classes
along with the others that are offered will be very beneficial for effective code
enforcement and field inspections.

Attached is an outline of this seminar. The total cost of this seminar for travel expenses,
lodging, and the seminar itself, is estimated at approximately $1,000. This has been
budgeted for in the 1999 budget. Therefore, at this time I am asking the Mayor and City
Council to grant permission for me to attend this five day seminar in Madison,
Wisconsin.

PURPOSE
Today's building inspectors are challenged by new problems arising out
of technological advancements in building materials and construction
methods. To solve these problems requires a constant exchange of new
ideas and practical experience. Continuing education is an effective way of
acquiring the knowledge and experience needed to fulfill the responsibilities
associated with building inspection and code enforcement.
New methods and techniques of code enforcement will play an impor-
tant role in improving the design and construction of our future buildings.
Ultimately, the services rendered by a building inspector affect the general
standards of our living and working environments. Therefore, it is vitally
important that a building inspector develops the skills needed to effectively
see that new construction is carried out in accordance with the approved
plans and code requirements.
The 1999 program has been structured to focus on three major areas of
the building official's responsibilties:
· Code enforcement
· Field inspection
· Building inspection administration
Special option sessions have been designed to provide participants an
opportunity to study in a specialty area of responsibility.
PARTICIPANTS
The program is designed for municipal and state building inspectors
and administrators; housing inspectors; and field inspectors for architec-
tural, engineering and construction firms. Architects and engineers respon-
sible for building design will find the sessions educational and beneficial to

The Colorado Chapter Educational Institute will once again be hosting their continuing
education conference. This conference will be held on March 1 sl through March 5th, 1999.
I have attended this conference in previous years and have found it to be very beneficial
to my position with the City of Elk River as Building Official.

Provided for you with this memo is a copy of the outline of the conference. As you
review this information, you will notice that each day is filled with many areas of
continuing education. This year I would like to take the following classes; 1997 Means
of Egress, the Uniform Building Code Update, and Administration and Management of
Building Functions. With the adoption of the 1997 Uniform Building Code, I believe
these classes will be very beneficial being there has been such a dramatic change in the
1997 code writing.
Therefore, at this time I am requesting City Council approval to attend this conference.
The cost will be approximately $1,100. This amount was an approved budget item for
this year listed under out of state conferences.
