SUBJECT: Board and Commission Appointments
Appointments to city boards and commissions was last discussed on
December 14, 1998. At that meeting additional discussion took place
regarding residency requirements for membership on city boards and
commissions. The discussion on December 14 was a follow up to the
December 7 residency discussion.

The motion approved on December 14 to continue consideration of
appointment to the Park and Recreation Commission did not include a
reference to continue discussion on the residency requirement. However,
since Dana Anderson is asking for reappointment to the Park and Recreation
Commission and he is not a resident, I believe the intent on December 14 was
to also have a discussion on residency requirements at this January 11
meeting. Accordingly I think everyone should anticipate Councilmember
Thompson to formally request this residency requirement topic to be added to
the January 11 agenda.
Attached for your information are the December 14 minutes regarding board
and commission appointments. Also, please see the attached material from
City Clerk Sandy Peine regarding the Planning Commission and Park and
Recreation Commission appointments.

6.2. Board and Commission Appointments
Council member Thompson stated that individuals who serve on commission for
the city should be residents of the city. He further stated that commissions
charged with recommending an increase in fees or imposing levies or bonds
should have all its members be residents of the city. Council member Thompson
stated that there are capable people living in the city to serve on boards and
commissions.
Councilmember Farber stated that the ice arena commission is different than
the other commissions. He explained that Elk River Youth Hockey owned the
original ice arena building and turned it over to the City of Elk River. He further
stated that Elk River Youth Hockey has invested significant funds into the new
arena. Councilmember Farber indicated that the Hockey Association is an area
wide program and serves all people in the school district. He indicated that the
Council will be sending a wrong message to the biggest user of the facility if
youth hockey non-residents are not allowed to serve on the Ice Arena
Commission. Larry Farber requested that this issue be postponed until the new
council is in session.

Paul Motin stated that he feels commissions are advisory in nature. He
indicated he would not support residency restrictions as the city may be limiting
itself and losing good candidates. Paul Motin stated that the Council can
decide on a case-by-case basis whether or not to appoint an individual.
Stephanie Klinzing indicated that she is interested in seeing only citizens of the
city of Elk River serve on city commissions.
COUNCILMEMBER THOMPSON MOVED THAT ALL COMMISSIONS IN THE CITY OF ELK
RIVER THAT HAVE THE ABILITY TO RECOMMEND RAISING FEES AND/OR PROPOSING
LEVIES OR BONDS (PLANNING COMMISSION, ECONOMIC DEVELOPMENT
AUTHORITY, HOUSING AND REDEVELOPMENT AUTHORITY, ICE ARENA
COMMISSION, PARK AND RECREATION COMMISSION, AND THE UTILITY
COMMISSION) BE COMPOSED OF ONLY RESIDENTS FROM THE CITY OF ELK RIVER;
AND THAT ALL EXISTING NONRESIDENT BOARD MEMBERS BE GRAND-FATHERED IN
AND BE ALLOWED TO APPLY FOR ONE ADDITIONAL TERM.
The motion died for lack of a second.
MAYOR DUITSMAN MOVED TO RECONSIDER THE MOTION PREVIOUSLY MADE ON
DECEMBER 7 REGARDING RESIDENCY ON BOARDS AND COMMISSIONS.
COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 3-1
COUNCILMEMBER FARBER OPPOSED.

Council member Dietz discussed the issue of snow removal in the downtown
area.

8.
Staff Updates
Pat Klaers and Darrell Mack discussed the article in the Sunday Star Tribune
relating to the wastewater treatment plant and the violations it has received
from the Minnesota Pollution Control Agency. Darrell Mack indicated that the
article listed the City with 41 violations. Darrell Mack explained the reason for
the violations and reviewed the plant breakdown in 1993 (rotating shaft) and
the upgrade and expansion that took place in 1993-95. Darrell Mack also
updated the Council on the new regulation to lower phosphorus levels. He
indicated that the city has 3 Y:z years to lower these levels. He further indicated
that this could be very expensive for the City.

at 8:54 p.m.

5.7 a. Plannine: Commission
The City Council interviewed Planning Commission applicants on December
14,1998. Appointments to the Planning Commission were not made at that
meeting due to the ordinance requirement that Planning Commission
appointments be made at the first Council meeting of the year.

There are two terms expiring on the Planning Commission. The terms
expiring are those of Joseph Schuster and Louise Kuester. Both have
requested reappointment.
Joseuh Schuster has been on the Commission for 10 months. He was
originally appointed to fill a resignation. Joseph has been interviewed by the
Council and is requesting to be reappointed to the Commission. (Application
attached).
Louise Kuester has served on the Planning Commission for 6 years (2
complete terms). The City Council indicated its interest in reappointing
Louise Kuester for another term on the Planning Commission. Louise is
requesting to be reappointed to the Commission. The Council decided not to
interview Louise. (No application attached).
Marlvs Olson has submitted an application. Marlys has rated her interests
at the beginning of her application with the Planning Commission being at
the top of the list. Marlys was not interviewed by the City Council because
she was ill during the interviews. She is, however, still interested in being
considered for appointment. (Her application is attached).

5.7b. Park and Recreation Commission
The City Council interviewed Park and Recrea"tion Commission applicants on
December 14, 1998. Appointments to the Park and Recreation Commission
were not made at that meeting due to the unresolved issue of "residency." A
motion was made indicating that the Park and Recreation Commission
appointments be made by the "new council."
There are two terms expiring on the Park and Recreation Commission. The
terms expiring are those of Lana Huberty and Dana Anderson. Both have
requested reappointment.
Lana Hubertv has served on the Commission for a little over 3 years. She
has requested reappointment. Lana was interviewed by the Council on
December 14. (Application attached).
Dana Anderson has served on the Commission for 8 years. He has
requested reappointment. Dana was interviewed by the Council on
December 14. (Application attached).
Mitch Utech. Marvin Johnson and Tim Sladek all have applications on
file that are less than one year old. These individuals were interviewed by
the Council on August 24 but were not appointed to the Commission.
Current policy requires the city to keep applications on file for one year.
These individuals have been informed that the Council is considering two
more appointments and that their applications are included for Council
consideration. (Applications attached).
Marlvs Olson has submitted an application rating her interests. Planning
Commission was rated last on her list of interests. (Application attached).

The following responsibilities are included in the position C?f Program Supervisor for the City of
Mounds View:
Programs: Responsibilities include, developing and planning criteria for recreation pro-
grams for senior citizens, school age youth, adults and pre-schoolers and organizing and
scheduling adult and youth athletic leagues Also included is hiring, supervising and evaluating
program leaders as well as maintaining a fiscally responsible budget for each program.
Facility Scheduling: Maintain a schedule of use for all City owned facilities. This includes
softballlbaseball fields, community rooms, park shelters, park buildings and meeting rooms.
Special Events: Plan and implement annual community events working with a local busi-
nesses, non-profit groups, PTAs, athletic associations and residents at large.
Communications: Responsible for publishing bi-monthly newsletters for distribution to 5,000
residents. Publication includes writing articles, editing articles submitted by staff members
and desk top publishing all materials into a camera-ready brochure. Also included is the
development of marketing pamphlets. flyers and small brochures throughout the year in addi-
tion to press releases and advertisement copy in local newspapers.
Community Liaison: Facilitate activities of local community groups such as the athletic
associations, community theater, and volunteer committees.
