River MEMORANDUM TO: FROM: Mayor & City Council Pat Klaers, City Administ~ January 11, 1999 Vf/ DATE: SUBJECT: Discuss City Board and Commission Appointment Policy Councilmember Paul Motin has requested that this item be placed on the agenda for discussion. . I believe that Paul will want to discuss when terms expire, the timing of when appointments are made, and when interviews are held by the City Council. Every few years, the City Council has some discussion about whether terms should expire on December 31 or on January 1 of the following year, if members continue to serve until a replacement is appointed, and whether the new or old council should be conducting interviews and making appointments. Mter visiting with Paul on this topic, I know that he has some ideas that he wants to share with the Council. In addition to discussing the above noted topics, it may be appropriate for the City Council to reconsider its approved policy on board and commission appointments. Please see the attached material which was adopted by the City Council in 1993. One issue in particular that causes some problems is when the City Council "knows" that it wants to reappoint an existing board and commission member without going through the interview process. Maybe a statement to that effect could be added to give the Council more flexibility, or the Council may want to completely reconsider the appointment policy. . 13065 Orono Parkway · P.O. CITY OF ELK RIVER BOARD AND COMMISSION APPOINTMENT POLICY Adopted by the Council on October 25, 1993 * ALL CURRENT BOARD AND COMMISSION MEMBERS WHOSE TERMS EXPIRE WILL BE INFORMED OF THIS POLICY IN WRITING. * ALL CURRENT BOARD AND COMMISSION MEMBERS WHOSE TERMS HAVE EXPIRED, AND WHO WISH TO REAPPLY, SHALL FOLLOW THE SAME PROCEDURES AS OTHER APPLICANTS APPLYING FOR THE POSITION. PROCEDURE: 1. All board and commission expirations and vacancies will be advertised in the Elk River Star News and/or "The Current" newsletter. All applicants must complete an "Application for Appointment to City Board or Commission" and submit the application by the deadline date. The Council will review all submitted applications. The Council may interview as many candidates as desired for each vacancy. If an applicant does not receive an interview, he/she will be notified in writing. The Council will make the appointments as desired. Applications of all applicants that ~ not appointed will be kept on file for one year.
