Box 490 Elk River, MN 55330-0490 RE: MUNICIPAL STATE AID ADVANCE FUNDING Dear Mr. Klaers: As has been done twice in the past, I am recommending that the City Council consider adopting the attached Resolution which asks for a $500,000.00 advance from the general fund of the Municipal State Aid Account. As you are aware, we have several projects that will be undertaken in 1999 that far exceed the City's annual allotment. These include the upgrade of School Street, the signalization of Trunk Highway 10 and 171s1 Avenue, and land acquisition along the Tyler Street alignment. Adopting the attached Resolution will put the Municipal State Aid Office on notice that the City is going to request advance funding from the general account. As these projects are reviewed by State Aid, we will submit a second application that specifically lists the projects in question. At that time, the Office of State Aid will advance the money into the City of Elk River's Construction fund. This will make it available to the City in 1999 whenever the projects listed above proceed. The advance is repaid from future year's allotments. There is no interest charge or any other cost to the City for this advance. If you have any questions regarding this issue,please contact me. RESOLUTION 99 - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION REQUESTING ADVANCE MUNICIPAL STATE AID FUNDING WHEREAS, the City of Elk River is planning on implementing Municipal State Aid Street Projects in 1999 which will require State Aid funds in excess of those available in its State Aid Construction Account, and; WHEREAS, said city is prepared to proceed with the construction of said projects through the use of advance encumbrances from the general State Aid Construction Account to supplement the available funds in their State Aid Construction Account, and; WHEREAS, repayment of the funds so advanced will be made in accordance with the provisions of Minnesota Statutes 162.14, Subdivision 6 and Minnesota Rules, Chapter 8820. NOW, THEREFORE, BE IT RESOLVED, that the Commissioner of Transportation be and is hereby requested to approve this advance for financing approved Municipal State Aid Street Projects of the City of Elk River in an amount up to $500,000.00 in accordance with Minnesota Rules 8820.1500, Subparagraph lOb, and to authorize repayments from the following year's accruals to the Construction Account of the Municipal State Aid Street fund for said City.
