SUBJECT: Liquor Store Update
Per Council direction, I have talked to Assistant Liquor Store Manager Mike
Donais regarding his desire to assume the acting liquor store manager
position. Mike has again advised me that he has no interest in this interim
position or in replacing Fritz on a long term basis. Attached for your
information is Mike's job description as the assistant liquor store manager.
Once Fritz's replacement has been hired and is on board for a while, then it
would be appropriate to reevaluate this position.

Consistent with City Council direction, Assistant City Administrator Lori
Johnson and I have interviewed Steve Tillmann and Brent Behrns. Both of
these full time liquor store clerks have 14 years experience at Northbound
working with both Mike and Fritz. I will have an acting liquor store
manager recommendation for the City Council on Tuesday evening.
I have talked to Fritz regarding his willingness to continue working for the
city on a consulting basis. Fritz has indicated a desire to do so on a short
term basis. The details need to be worked out, but Fritz will be helping the
acting liquor store manager in the areas of: types and volumes of purchases,
purchase prices, mark ups, status of the inventory, etc. It is estimated that
we will use Fritz about 4 to 5 hours per week and that the consulting
contract will be for $1,000 per month.

I have talked to representatives of both the municipal and private liquor
industry associations and both magazines come out at the end of February.
This is too late for the timely replacement of Fritz as we would not be able to
close receiving applications until around mid March. An alternative is to
obtain the membership list of each organization and do a direct mail
campaign, or have the organizations directly mail out the city's
advertisement to its members. This will reduce the hiring timeframe by
about a month and allow us to close receiving applications on Friday,
February 19. In addition to doing some type of private and public industry

direct mail, the city will advertise in at least one Sunday Tribune edition and
will advertise in the League of Minnesota Cities-Cities Bulletin on January
27 and February 23. According to this advertisement timeframe, we should
then be able to select our candidates to interview by early March, interview
the applicants around mid March, and have a recommendation to the council
on who to hire by the end of March. How the City Council would like to
participate in the selection process is open to discussion. Past practice has
been to have a Councilmember or two work with staff on the interview team
and then a recommendation for the top candidate goes forward to the City
Council.

Position Title: Assistant Liquor Store Manager
Department: Liquor
Immediate Supenrisor's Title: Liquor Store Manager
FLSA Status: Non-Exempt
Purpose: The Assistant Liquor Store Manager serves as cashier and stock handler. Assumes
operational control as directed by Liquor Store Manager.
Essential Functions
1. Performs cashier duties
A. Ring up sales, receive payment, give change, provide petty cash services.
B. Prepare and make deposits.
C. Perform miscellaneous maintenance duties to maintain a clean store and orderly
merchandise appearance.
2. Performs inventory management activities
A. Move merchandise and stock, unload deliveries, move stock to and from the
storeroom
B. Mark prices on stock and merchandise and place in shelves and/or coolers.
C. Store and retrieve data from the store's liquor management information system.
D. Assist in maintaining adequate inventory levels.
3. Prepares various reports
A. Prepare reports such as payroll, inventory, invoices for Liquor Store Manager's
approval.
B. Assist in reconciliation procedures.
4. Perform partial supervision activities
A. Assist in training and delegating work.
B. Prepare initial employee work schedules.
C. Assist in selection of part- and full-time employees.

years experience as a head cashier or above in a small to medium size retail business. Supervisory

Preferred Qualifications
Experience as cashier or above in an off sale liquor store. Bachelor's degree in business,
marketing, or related field.
