SUBJECT: City/Schooll/25 Meeting Agenda
A joint meeting with the school district is scheduled for 6 p.m. on January 25,
1999, in the Training Room at City Hall. The main two topics of discussion
are the School Street public improvement project scheduled for 1999 and the
city/school police liaison program. Other topics may include the recently
completed Area Learning Center facility, the Oak Knoll Park complex, and
the Ice Arena project. The district may also want to discuss with the council
its comprehensive plan for new facilities.

The School Street project should receive some discussion earlier in the
council meeting on 1/19, but the police liaison program may be a new issue to
Stephanie and Paul. By way of background, the school has historically paid
42 percent of the wages and benefits of the police officers that work in the
school district. This included the D.A.R.E. officer and the police liaison
officers. In 1997, the school requested the D.A.R.E. officer free of charge.
The city agreed to offer this employee free of charge to the school district, but
requested that the payment from the school district get closer to the actual
expenses for the two liaison officers. Recently Dr. Flannery requested that
the School Board increase its contribution to the two liaison officers to 50
percent and this was rejected.
