MEMORANDUM

SUBJECT: Worksession Agenda Items
2. Greenway Implementation Strategies
The Parks and Recreation Commission has been developing a policy statement for
implementation of the Greenway System identified in the Comprehensive Plan and further
studied through the Natural Resources Inventory. Commissioner Paul Paige of the Parks
and Recreation Commission will be in attendance to present a draft policy statement for
consideration by the Planning Commission. The Parks and Recreation Commission will
consider this policy statement for adoption at their February 9, 2005 meeting.
Staff will be discussing this issue with the City Council at the March worksession meeting to
get some general direction from the Council. A joint meeting between the Planning
Commission and Parks and Recreation Commission has been tentatively scheduled for
Wednesday, April 13, 2005 at 7:30 p.m. in the Uppertown Conference Room. There will be
no April worksession for the Commission. Please mark your calendars appropriately. No
action is asked of the Commission regarding the Parks and Recreation Commission policy at
this time.
3. Transportation Priorities Discussion
Attached please find a memo and several attachments from City Engineer Terry Maurer. He
will be in attendance to discuss the City's history of transportation improvements and to
review the list of future improvements that have been identified in the Comprehensive
Transportation Plan. The Commission is asked to discuss these improvements and to
recommend to the City Council the priority order of these improvements.

4. Form Based Zoning
Attached please find a memo from Senior Planner Scott Harlicker regarding form based
zoning. This will be the first in several discussions regarding this tool for regulating uses and
development in the area that has been designated "Old Town" on the land use map. A new
zoning district will need to be crafted in order to preserve the character of the Old Town
District. Form based zoning ordinances may be a tool for the Commission to consider.
Please keep the information provided by Senior Planner Harlicker for reference at a future
meetmg.
5. Set May Tour Date
Staff would like to reschedule the Mayworksession date from Tuesday, May 10th to Saturday,
May 14th in order to spend a few hours touring new developments occurring in growing
communities. Staff will arrange for a bus to provide transportation. Some developments
that are under consideration for the tour at this time include Hugo Gardens in Hugo, The
Lakes in Blaine, and Liberty on the Lake. If there are other sites that you are interested in,
please let us know and we will try to work them in. We would like to leave at 10:00 a.m. and
return approximately at 2:00 p.m. Please check your calendars to determine if you are
available on May 14th.
