SUBJECT: Consider Ordinance Amendments
Relating to Residency on Boards and
Commissions
.
The issue of residency has been discussed by the City Council on
several occasions. The issue relates to whether non-city residents
should be allowed to serve on boards and,commissions. On January
11, 1999, the City Council directed staff to prepare ordinance
amendments relating to residency on boards and commissions.
Staff has prepared ordinance amendments to the City Code in
respect to residency. Each amendment is drafted with language that
allows only Elk River residents to serve on Commissions. A separate
ordinance amendment has been drafted for each commission
(Planning Commission, Park and Recreation Commission, Utilities
Commission and Ice Arena Commission). This will allow the council
to review the issue as it is relative to each individual commission
and to act on each commission independently.
The Council has requested that the ordinance amendments include
language allowing non-residents currently serving on commissions
to be grandfathered-in for one more term. This language has been
included only if there currently is a non-resident serving on the
commission.
Councilmember Farber requested that the public be allowed to
speak to this issue. This subject does not require a formal public
hearing and has not been advertised as such. The Mayor may,
however, open the floor for public comment.

Dear Mayor Klinzing, Councilmen Dietz, Thompson, Farber, and Motin:

City advisory boards and commissions make recommendations to you that affect City
expenditures and can also greatly affect the ability of the City to increase our tax base.
Therefore, I finnly believe that members of advisory boards and commission should have Elk
River residency.
I support Councilman Thompson's compromise proposal to grandfather in current non-
resident advisory board or commission members. In that way we do not simply kick-out these
non-residents that have served the community well.
