SUBJECT: Ordinance Amendment to City Code
Relating to Residency on the Planning
Commission
The attached amendment pertains to the Planning Commission. The
amendment adds the following sentence to Section 214.02 of the City
Code: "Each member of the Commission shall be a resident of the
City of Elk River."

AN ORDINANCE OF THE CITY OF ELK RIVER

AN ORDINANCE AMENDING SECTION 214.02 OF THE CITY CODE
OF ORDINANCES RELATING TO MEMBERSHIP ON THE
PLANNING COMMISSION
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. That Section 214.02 of the City of Elk River Code of
Ordinances entitled Members and Terms be amended by including residency
requirements as follows:
214.02 - MEMBERS AND TERMS

The Planning Commission shall consist of seven (7) members
appointed by the City Council for terms as follows: two members
whose terms expire December 31, 1982; two members whose terms
expire December 31, 1983; three members whose terms expire
December 31, 1984. Thereafter, each member shall be appointed at
the first meeting of the year for terms of three (3) years. Each
member of the Commission shall be a resident of the City of Elk
River. A vacancy shall be filled by the City Council for the
remainder of the term. The members of the Planning Commission,
by a majority vote, shall elect one of the appointed
Commissioners at the first meeting of the year to serve as
Chairman.
Section 2. That this ordinance shall take effect and be in full force
from and after the date of its publication.
Passed and adopted this 25th day of January, 1999 by the City council of the
City of Elk River.

on the residency requirement issue for City of Elk River Commissiolls via this letter.
In my dealings as a volunteer over the last 30 )'ears in Elk River in a variety of
activities including; Elk River Park and Recreatioo Commission,. President Adult Men's

good, dedicated voluntcc~s are hard to find. If you look at different groups over time you
Will find-that It relatively small group of dedicated vobmteers are involved in nJany
different groups.
Many times over the last 10 }"ears we have had to seek out individuals to fill
~acallctes for the Elk'River Park and ReCreation COIlullissiori. (not reCently however)
Dana Anderson was one that stepped up to fill one of these openings. Dana is also one of
,~e vglUnteers !hat k~eps turning up as a key individual in many Elk River organi~tions.
Whatever Dana is involved in he is very committed aud dedicated.

I would l*e to consider two things when you ar.e discussing this subject:
1. 'Dana Anderson is the best, most dedicated commissioner that we have had since
we reorganized in 1988. He has spent cOWltless hours away trom his family,
missed many of his children's activities, and gave the Commission a priority,
over his other interest5. (I suppose I don't have to give any more examples of the
sacrjlic~ that public servants make becaLLc;e you know them all too well).
2. Please consider not limitini your future search tor volunteers to fill our
comm.i~sions to city limits. Elk River is a community that,reaches well beyond
its' bounaaries in its innuence and intern has benefited greatly frollt volunteers

Also, don't forget the role of the volwlteer in City GovemmentJ because we do not.
Our joh as volwlteers is to do the legwork and make recommcncJations to you. You make
the decisions.
