SUBJECT: Request for Model Home in
Hillside Estates 1st Addition
Reauest
Consider a request by Hearthstone Builders to construct a model home at
11416 193rd Avenue (Lot 1, Block 1, Hillside Estates 1st Addition).
Issue

Hearthstone Builders is requesting permission to construct a model home in
Hillside Estates 1st Addition pursuant to Section 900.20.12 of the zoning
code. This section allows a home to be used as a model home for a maximum
of 3 years from the date of final plat approval unless an extension is granted
by the City Council. Hillside Estates 1st Addition was granted final plat
approval on May 18, 1992. The allowed time for model homes expired on May
18, 1995.
As the Council knows, Hillside Estates is not completely developed. There are
about 100 acres left to be developed in the Hillside Estates development. The
developer of Hillside Estates currently has an application before the
Planning Commission (Hillside Estates 9th) to develop 43 acres into 61 single
family lots. The applicant has indicated that he will be building homes in the
9th addition as well as in all future additions of Hillside Estates. Since 1996
Hearthsone Builders has constructed 22 homes in the Hillside Estates
development. The applicant has indicated that they will have no other model
homes in the Hillside Estates development.
In a cover letter the applicant listed the following reasons why this location
would be best suited for a model home:

. located at main entrance to the subdivision
. located near commercial property
. will have less impact on existing residential neighborhoods by
focusing model home traffic way from the interior of the subdivision
. easy to find

Dear Scott,
As per our discussions in January, I would like to make a request that the City Council grant
permission for HearthStone Builders be allowed to build a model home on lot 1 Blk 3 Hillside
Estates 1 st Addition.
We have been and are going to continue to build in all current and future phases of Hillside
Estates. The site is uniquely located for purposes of a model home with benefits to both the
majority of residents of Hillside Estates, and for marketing new homes in Hillside Estates. The
lot in question is at the main access into the subdivision. It is located near commercial property
and subsequently has adequate traffic controls. This location would serve to focus model home
traffic in an area that is transitional from commercial to residential. This will cause less stress from
a traffic standpoint on the interior of the residential area, by concentrating the flow of transient
home seekers to the entrance of the area. This is also an easier area to describe geographically,
thus making it easier for home buying customers to find. Finally the location is in close proximity
of a popular retail corridor, and other model homes, which lends significant advertising appeal.
I feel that these reason make this a logical, and safe location for a model home. I hope you will
agree.
