K1aers, City AWistrator February 16, 1999 DATE: SUBJECT: Boys and Girls Club Update Councilmember Thompson is the Chair of the Board of Directors of the Elk River Boys and Girls Club. Councilmember Motin is also on the Board of Directors. The Lions Club is working with this organization for the construction of a facility in Lions Park. The Boys and Girls Club is moving forward with its fund raising efforts in order to provide money for the construction of the facility and the operation of the club. . The executive director of the Elk River Boys and Girls Club, Mr. John Fitzgerald, was at the last City Council meeting when council approval was given for using landfill waste abatement funds in the amount of $65,000 to assist in the funding of the recycled flooring and windows. In exchange for this contribution from the city, the club will become a public demonstration site for appropriate uses of recycled materials. At the February 8 meeting, Mr. Fitzgerald indicated the goal of the club was to break ground on the project within 30 to 60 days. The draft ground lease between the city and the club is in near final form, but has yet to be signed. The conditional use permit for the project was approved on May 18, 1998. Councilmember Thompson and/or Motin should be able to provide everyone with an update on the status of this project at this February 16, 1999, meeting. . 13065 Orono Parkway · P.O. MEMORANDUM River TO: FROM: Pat Klaers Scott Harlicker, Planning Assistan~ DATE: February 16, 1999 SUBJECT: Boys and Girls Club Issue Staff has reviewed the plans for the proposed Boys and Girls Club in Lions Park. The following is a summary of outstanding issues related to this project: Building . 1. Two full sets of construction plans are needed consisting of the following signed plans: . Building Plans - signed by an architect and structural engineer . Mechanical Plans - signed by a mechanical engineer . Plumbing - signed by a master plumber or mechanical engineer . Sprinkler - signed by a state licensed contractor A permit will need to be filled out and a plan review is required before a permit is issued. Planning and Engineering The plans submitted were reviewed to see if they meet the conditions listed on the conditional use permit granted by the Council on May 26, 1998. A copy of that conditional use permit is attached. The following comments are offered: 1. Elevations of the building need to be provided for review and approval. The City Engineer could not be reached for comments; however, his past concerns include securing the necessary on site and offsite drainage easements, and sewer/water hookups. 3. A revised landscaping plan has been provided. Minor labeling changes are needed. 4. The applicant has indicated the parking lot will be resurfaced and striped following completion of the project. 5. The site plan has been revised to show possible expansion of the parking lot. 6. A survey has not been submitted. However, descriptions for the area to be leased by the Boys and Girls Club, driveway and parking easements, on site drainage easements and two offsite drainage easements have been provided and are currently being reviewed by the City Engineer. \ \elkriver \sys \shrdoc \planning\scott \pkb&gmem.doc
