I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission w ,called to order at 6:35 p.m. by Chair Anderson.
2. Consider 1/11/2017 Agenda
Mr. Hecker added Introduction of Parks and Conservation Area Stewards to the
agenda just before Open Forum.
Moved by Commissioner Ahlness and seconded by Commissioner Nystrom
to approve the January 11, 2017, Parks;And Recreation Commission meeting
agenda. Motion carried 6-0.
3.1 Consider 12/14/16 Regular PRC Minutes
Moved by Commissioner Sagan and seconded by Commissioner Ahlness to
approve the following December 14, 2016 Parks and Recreation Commission
Minutes. Motion carried 6-0.

5.1 Parks and Recreation Commission Meeting Calendar
Mr. Hecker presented his staff report.
Moved by Commissioner Sagan and seconded by Commissioner Nystrom to

recommend to City Council to have regular commission meetings on March
9,2017 and October 17,2017 to avoid scheduling conflicts. Motion carried 6-0.
6.1. Parks and Recreation Master Plan Trails
Mr. Hecker presented his staff report.
Commissioner Niziolek shared to start with figuring out where the right of way
properties are located to help in defining where trails will go.
Commissioner Nystrom asked how the county will play into the planning.
Chair Anderson said they could work with the County and their active plan.
Commissioner Niziolek stated that there should be a special meeting when a trail
goes into a corridor noting side specific location.
Mr. Benoit shared that members should consider location of trails now and match
the language to the plan and then the easements and slopes will be considered later
in the planning process.
Chair Anderson stated we are trying to preserve trails for the future growth and use.
Also need to learn what the different types of trails would look like in different areas
of the city.
Commissioner Nystrom discussed trail locations and connectivity and that it will take
quite a bit of time and effort.
Chair Anderson wants to identify location.
Commissioner Niziolek stated that every intersection will need to be looked at for
safety.
Chair Anderson asked if a neighboring city would have staff to discuss trail planning
with the commission.
Mr. Sevcik asked what topics would be discussed.
Chair Anderson stated that having a work session will give more detail to current
map.

There being no further business, Chair Anderson adjourned the meeting of the Elk
River Parks and Recreation Commission at 7:43 p.m.
I 1. Work session
I 1.1 Parks and Recreation Bylaws
Mr. Hecker presented the Parks and Recreation Commission bylaws.
The Commission members discussed the bylaws and what should be changed and
updated.
Mr. Hecker shared that the Purpose and Function statement is based on City
ordinance.
The Parks and Recreation Commission members and staff discussed suggested
updates to the bylaws and eventually decided to take home the bylaws to be worked
on individually and bring back to the February meeting.
10. Adjourn to work session
There being no further business, Chair Anderson adjourned the meeting of the Elk
River Parks and Recreation Commission work session at 8:15 p.m.
