10-12-2016 PR MIN • City of Elk Meeting of the Elk River Parks and Recreation Commission River Held at the Elk River City Hall Wednesday, October 12, 2016 Members Present: Chair Anderson, Commission members Ahlness, Holmgren, Niziolek, Nystrom, and Kallemeyn Members Absent: Commission member Sagan Council Liaison: Ms. Wagner Staff Present: Parks and Recreation Director,Michael Hecker, Recreation Manager, Steve Benoit,Park Maintenance Supervisor,Tim Sevcik, and Recreation Coordinator,Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 10/12/16 Agenda • Moved byCommissioner Ahlness and seconded byCommissioner Nystrom Y to approve the October 12,2016, Parks and Recreation Commission meeting agenda. Motion carried 6-0. 3.1 Consider 9/14/16 Regular PRC Minutes Moved by Commissioner Kallemeyn and seconded by Commissioner Niziolek to approve the following September 14, 2016 Parks and Recreation Commission Minutes. Motion carried 6-0. 3.2 Consider 9/14/16 Work session PRC Minutes Moved by Commissioner Nystrom and seconded by Commissioner Ahlness to approve the following September 14, 2016 Parks and Recreation Commission Work session Minutes. Motion carried 6-0. 4. Open Forum - None 5. Park/Program Highlight Mr. Benoit highlighted the 17t''Annual Family Spooktacular that will be held on • October 15, 2016. Parks&Recreation Commission Minutes Page 2 III October 12,2016 6.1 Public Hearing—Woodland Trails Park Renaming Mr. Hecker shared staff report. No one showed up for discussion of public hearing. Moved by Commissioner Niziolek and seconded by Commissioner Kallemeyn to accept staff recommendation to recommend to City Council to change the name of Woodland Trails Park to Woodland Trails Regional Park. Motion carried 6-0. 7. Action Items 7.1 Park Dedication —White Oak Mr. Benoit presented his staff report. Commissioner Niziolek suggested that the trail be on the east side of the road, trail loop would be safer for pedestrians. Mr. Benoit stated that the east side was not as palatable to build a trail so the west Ill side was recommended. Commission discussed which side to put the trail on to create a safe looped trail from Woodland Trails Park. Mr. Benoit stated that the easement applies to one side. Moved by Commissioner Niziolek and seconded by Commissioner Nystrom to accept staff recommendation to accept park dedication paid in form of cash for one dwelling unit at the City Council established rate when the subdivision is released for recording along with acquiring an easement for a trail on the parcel that is being created on the east side of Elk Lake Road. Motion carried 6-0. 7.2 Park Dedication — Elk Path Business Mr. Benoit presented his staff report. Moved by Commissioner Niziolek and seconded by Commissioner Kallemeyn to accept staff recommendation to accept park dedication paid in the form of cash for 2.94 acres at the City Council established rate when the NATURE III • Parks&Recreation Commission Minutes Page 3 October 12,2016 subdivision is released for recording. Motion carried 6-0. 7.3 Park Dedication —Aggregate Commercial 5th Mr. Benoit presented his staff report. Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to accept staff recommendation to accept park dedication to be paid in the form of cash for 26.19 acres at the City Council established rate when the subdivision is released for recording. Motion carried 6-0. 7.4 Hillside City Park Plan Mr. Hecker presented his staff report. Moved by Commissioner Kallemeyn and seconded by Commissioner Nystrom to approve the Hillside City Park Plan. Motion carried 6-0. 7.5 Park Improvement Fund • Mr. Hecker presented his staff report. Mr. Sevcik presented the trail repairs and connections planned for 2017. Chair Anderson stated that$170,000 was being carried over from 2016. Mr. Hecker asked if there is interest to add trails on County Road 30,referenced on map provided at meeting. Mr. Hecker continued to share the Park Improvement Fund descriptions for 2017. Stating that the funds can be held over from previous year if not used and the fund is from the municipal liquor store revenues. Mr. Sevcik shared that the current tennis courts at Trott Brook Park will require more repair and increasing this from$15,000 to $20,000 will give it another five years while another funding source is secured to correct the soils under the courts. Chair Anderson asked about the local match regarding wayfmding signage at Woodland Trails Park. Mr. Sevcik shared that the grant application stated we would do $50,000 match. • Partu � r A RE Parks&Recreation Commission Minutes Page 4 October 12,2016 Moved by Commissioner Kallemeyn and seconded by Commissioner Holmgren to accept staff recommendation with the commissions suggested changes to recommend to City Council to approve the 2017 Park Improvement Fund. Motion carried 6-0. 8. Discussion Items 8.1 Trott Brook Park Lights Mr. Hecker presented his staff report. Sharing that it is estimated to cost$8,500 to install street lights along the trail, map shows the locations recommended. Staff is not recommending any action at this time warranted to the lack of police calls. Council member Wagner asked if lights were installed would they be on a timer and what would the area residents say to having these lights on in their back yard. Mr. Hecker stated the resident requesting them would like motion activated lights. Staff looked at lighting that would be on all the time. Mr. Sevcik shared that the lights on the basketball court are turned on with a button 1111 while being used. Commissioner Ahlness and Kallemeyn stated that the lights should go on the back burner and continue to monitor the situation with the police. Council member Wagner asked if staff could help resident work with or connect with utilities to get a spotlight to light up the path near her home. 8.2 Volunteer Project Request Chair Anderson shared that the Bailey family approached him about doing a family volunteer project next summer as a part of their 100 year celebration. He suggested that they could purchase and plant native flowers on the east side of the entrance drive. Mr. Hecker passed out the Busting Buckthorn event held at Bailey Point Nature Preserve flyer. 8.3 Park Supervision/Crime Reporting Chair Anderson would like to discuss the Park Ranger Volunteer position. There P O M E 8 E i BY INAIURE 410 Parks&Recreation Commission Minutes Page 5 October 12,2016 have been a couple incidents out at Woodland Trails Park,which were reported and damage was repaired. Mr. Hecker shared that at Hillside City Park the agreement with MORC will have Trail Ambassadors. It is volunteer bikers who monitor the trails. Mr. Sevcik stated that the position will also be a good customer service type of position and is an exceptional benefit to the public. Commissioner Niziolek reinforced the idea of them being the informant/educator of park rules. Chair Anderson asked to review other Park Ranger program information at November commission meeting. 9. Parks and Recreation Director Update Mr. Hecker presented his staff report. Mr. Sevcik shared pictures and an update of the expansion of the Rivers Edge • Commons Park. Council member Wagner asked if there is a way to get a schedule of the construction stages to the businesses so they area informed. Mr. Sevcik said they will work on informing them as best they can based on when subcontractors will be there to do their job. Chair Anderson asked if the contractor has a freezing plan for the concrete protection. Mr. Sevcik shared that the only thing left is the lower level parking lot curbing.And will check on their freeze plan. 10. Division Manager's Update Mr. Benoit presented his staff report. II. Announcements Chair Anderson asked about hunting at parks and Willian H. Houlton Conservation Area. Mr. Sevcik shared that there has been several hunters at WHHCA every day along with hikers, and walkers. The other parks have hunters but have not had any luck. Looking at adding possible weekend hunting in the future, and have not had any negative feedback regarding the hunt. Council member Wagner thanked Mr. Sevcik for helping the 5k race organizer as it made a big difference for them. Commissioner Niziolek shared that the NWSC cross country regional race is on Thursday starting at 3:00 p.m. held at the Elk River golf club. 13.
