I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider 12/14/16 Agenda
Moved by Commissioner Niziolek and seconded by Commissioner
• Kallemeyn to approve the December 14, 2016, Parks and Recreation
Commission meeting agenda. Motion carried 7-0.
3.1 Consider 11/9/16 Regular PRC Minutes
Moved by Commissioner Sagan and seconded by Commissioner Nystrom to
approve the following November 9,2016 Parks and Recreation Commission
Minutes. Motion carried 7-0.
4. Open Forum
5. Park/Program Highlight
Ms. Love highlighted the annual Santa in the Park event held on Saturday, December
10, 2016.
6. Action Items
6.1 Park Dedication —White Oak Plat/Park Dedication and Trail
Easement
Mr. Leeseberg presented his staff report.
4110 Chair Anderson shared a letter from HKgi explaining that the trail lines indicated in

the Parks and Recreation Master Plan are to identify conceptual trails.
Deb and Roger Whiteoak,property owners shared their concerns regarding putting
the proposed trail on through their property. The pine trees are the only barrier they
have between their home and County Road 1 traffic and the topography of their
property has a steep drop off and believe the trail would be better suited on the west
side of County Road 1 where the property is flat.
Commissioner Niziolek appreciates the landowners concerns,and the need to work
with the county to establish the easement for flexibility for future generations.
Pushing for keeping the trail on the east side, stating he wants to have a grand trail
plan for everyone but does not want it to negatively impact others.
Commissioner Sagan shared that he went out there and thought the west side would
be easier to work with, as the east side has a steep drop off.
Commissioner Ahlness understands the landowners concerns and stated the west
side would be better.
Commissioner Kallemeyn reminded the commission that this project will not happen
right now, that this is the planning stage where we want to acquire easements.
Sharing that the city should acquire easements on both sides so we can figure out in

the future what side is better.
Ms. Whiteoak shared that they planted 500 trees on the property and would like to
see them mature for their future generations.
Commissioner Holmgren stated that there seems to be options and would hate to
see the property devalued.
Chair Anderson stated a ten foot easement would give more flexibility.
Moved by Commissioner Niziolek and seconded by Commissioner
Kallemeyn to recommend to City Council to acquire a ten foot easement on
east side of County Road 1 to be able to create a safe trail system and to
minimize the loss of trees to the homeowners. Motion carried 4-3.
6.2 Arena Commission Seat
Chair Anderson shared that Commissioner Sagan has agreed to be the Parks and
Recreation Commission Liaison for the Ice Arena Commission.

Moved by Commissioner Niziolek and seconded by Commissioner Holmgren
to recommend to City Council to appoint Commissioner Sagan as Parks and
Recreation Commission Liaison for the Ice Arena Commission. Motion
carried 7-0.

Mr. Benoit presented the Director's staff report.

Mr. Sevcik presented his staff report.
9. Announcements
• Chair Anderson asked about beginning the process of flushing out trails;who are the
players and how to begin the process.
Councilmember Wagner thanked the Parks and Recreation staff for the work done
on the tree lighting ceremony.
Chair Anderson shared that a neighborhood meeting was held regarding the Eagle
Scout cleanup project and there was great participation.
10. Adjourn
There being no further business, Chair Anderson adjourned the meeting of the Elk
River Parks and Recreation Commission at 7:47 p.m.
