DISCUSSION:
• Delivered seven new water meters.
• Sealed the water meter, and took curb stop ties from eight water services.
• Completed 25 BACTI/Total Chlorine Residual Samples
o All confirmed negative for Coliform Bacteria.
• Completed 20 routine fluoride samples
o All samples met MDH standards.
• Dave Ninow has been working with Municipal Builders, Inc. (MBI)to get the new media
backwashed,tested, and charged. We are planning on a February 21St startup date.
• Nick Adams and Mike Langer have been going around to the wells and completing the
touch-up painting and recoating.
• I have attached our 2016 Minnesota Department of Natural Resources Water Use Report.
We delivered a total of 740,951,900 gallons in 2016.
• We have entered into another three year landscaping maintenance contract with
SpeedCutters. We partner with the Parks Department and the Building Maintenance
Department to lower the costs of landscaping maintenance. I have attached the contract
for reference.
• We met with the architects last month concerning the Field Services expansion. We are
moving forward with firming up a footprint for the expansion. The defined footprint will
help us with site improvements that will need to be achieved before we can begin
construction.

shall pay Speedcutters Outdoor Maintenance, LLC the sum of $4805.19 per month.
The contract will be paid out in 18 monthly installments.
Any additional charge items in the scope will be billed on a separate invoice. The service will be billed on or about the 24th of
each month covered under this contract and is due and payable within 15 days of receipt.Appropriate sales taxes will be added
to each invoice.
This contract,including the items and conditions printed on it, if any is hereby accepted. (I)(We)authorize the performance of
the work indicated above and agree that the terms and conditions of the contract now constitute a binding agreement.The
terms and conditions of any purchase order or other confirming documentation which SpeedCutters Outdoor Maintenance LLC.
may issue,shall not modify the terms of this contract.
Either party may cancel this contract with thirty(30)days notice mailed to the party at the addresses listed in this contract.
During this thirty(30)day period, lawn service will continue at the normal rate agreed upon under this contract.Upon
cancellation any money due for service performed up and until that date shall be due and owing by the 10th of the month
following cancellation.
If there is any change in the service fee,our ability to provide service or any other service affecting information you will be
notified in writing within 14 days of such changes.
I,the undersigned,understand and agree that there will be an interest charge of 1.5%per month on any past due balance over
30 days. I also understand and agree that if I am in default of this agreement,I will pay all reasonable legal fees,court costs
and other costs necessary to collect the debt,including fees charged by a collection agency.
This contract along with the addendums attached constitutes the full and complete agreement between

Request For Quote: City of Elk River Mowing Services—2017 thru 2019
The City of Elk River is seeking quotes for lawn care services at various locations throughout the
city. The city is seeking services for 2017 thru 2019 to include the following services:
A. Spring Clean-up—To be completed no later than May 15 of each year
a. Removal of leaves and debris from rock,mulch and shrub beds by hand,rake or
blowing;
b. Removal of leaves and debris from around buildings and obstacles by hand,rake or
blowing;
c. Power sweeping or vacuuming of turf areas to remove leaves and debris;
d. Removal of leaves from storm sewer grates and curb lines;
e. Removal of tree wrap;
1. Blowing or sweeping of sand and leaves from walkways and steps;
g. Sweeping sand off of turf areas near drive surfaces;
h. Removal of all collected debris from property for proper disposal;and;
i. First Mowing.
B. Summer Lawn Services—To be completed May 1 thru October 31 of each year
a. Lawn Mowing—Lawns shall be mowed as necessary to maintain a well-kept appearance.
Contractor to mow once every seven(7) days with a mow height of 2.5 to 3 inches. The
final fall mowing shall be to a mow height of 2 to 2.25 inches.
i. Grass Clippings—The contractor shall remove excessive grass clippings
wherever necessary to ensure a neat appearance after mowing. All clippings are
to be removed from the site and disposed of at a proper location.
ii. Nylon Cord Trimming—The contractor shall trim grasses around foundations,
rocks,trees,displays,sign posts,lamp poles,and other objects every time the
lawn is mowed. Care shall be taken around trees to prevent mower damage to
stems.
iii. Blowing of Grass Clippings—Sidewalks, trails,patios and drive surfaces shall be
blown clean of grass clippings at the time of mowing.
b. Fertilizer Applications—A slow-release granular fertilizer shall be applied three(3) times
a season. The fertilizer shall contain nitrogen,potassium,iron,sulfur and micronutrients
and should consist of an 18-0-8 fertilizer mixture with 1 pound of nitrogen per 1,000
square feet for each treatment. The first treatment shall be

conducted as early as weather permits;but no later than May 15 of each year. The
second treatment shall be conducted between July 1 and 15 and the third treatment
conducted between September 15 and 30 of each year.
c. Aeration—Turf areas shall be aerated one time each year between September 1 and
October 15. Aeration shall be conducted to a minimum depth of 1.5 inches and shall be
conducted in two directions where feasible.
d. Herbicide Applications—One application of pre-emergent herbicide for crab grass
control shall be conducted when ground temperatures reach 55 degrees but prior to
ground temperatures reaching 60 degrees. Two applications of broadleaf herbicide shall
be made with the first application conducted prior to June 1 and the second prior to
August 30 of each year
i. Untimely Rainfall—Weed control efforts that are compromised due to untimely
rainfall shall be resprayed for broadleaf control at no additional cost to the city.
ii. Notification of Chemical Applications—The contractor shall inform the city of
chemical applications in a method to meet or exceed all state and local
requirements.
iii. Chemical Applicators—All chemical applicators will be licensed by the State of
Minnesota;the contractor shall provide a copy of the applicators license upon
request by the city.
iv. Chemicals—Only EPA approved chemical products shall be used.
C. Fall Clean-up—To be completed no later than November 1 of each year
a. Raking or blowing leaves and debris from around buildings,obstacles,and sidewalk
areas;
b. Raking or blowing leaves and debris from rock beds and shrub beds;
c. Power sweep or vacuuming turf areas to remove leaves and debris;
d. Removal of leaves from storm sewer and curb line;and
e. Removal of all collected debris from property for proper disposal.
D. Inspection of the Grounds—The contractor shall inspect the grounds weekly at the time of the
mowing.
a. Spring inspection shall be performed detailing winter damage and a recommended
course of repair presented to the city for approval at a specified rate.
b. Normal weekly site inspections shall be conducted and a punch list of items will be
submitted to the city with appropriate course of repair for approval at a specified rate.
E. Irrigation Damage—The contractor shall be responsible for replacing irrigation heads and
equipment damaged as a result of turf maintenance activities at no cost to the city. It is the
contractors responsibility to ensure all irrigation heads are below surface prior to mowing the
turf areas to prevent damage to heads. Replacement equipment shall be of the same
manufacturer and type as the equipment damaged.

F. Insurance Requirements—The contractor shall provide the city with proof of the following
insurance with the submittal of this quote:
a. Worker's Compensation Insurance Coverage in accordance with Minnesota State
Statutes.
b. Comprehensive General Liability Insurance with a minimum combined single limit of
$1,000,000 for each occurrence for bodily injury and property damage.
c. Automobile Liability Insurance covering all owned,hired,and non-owned vehicles,
including residual liability insurance with a minimum combined single limit of$1,000,000
for each accident for bodily injury and property damage.
d. In the event of an accident of any kind,the contractor shall notify the city immediately
and furnish the city with copies of all reports of such accidents within 48 hours.
G. Termination of Contract
a. The city may,by written notice of default to the successful bidder,terminate the whole
or part of the contract in any one of the following circumstances:
i. If the contractor fails to perform the services within the time specified herein or
any extension thereof;or fails to perform the services at the price accepted by
the city;
ii. If it is determined that the successful bidder knowingly falsified information
provided to the city;
iii. Payment may be withheld if work is not performed as described under items A-E
of this request;and the termination of this contract may occur.
Responsible bidders shall provide a completed quote tabulation form(attached)to include a price
per week for mowing services,price per application of fertilizer and weed control,and a price for
aeration. Contractor shall submit three letters of reference for similar work conducted for other
government entities and/or private businesses.
Quotes are due to the City of Elk River no later than December 21,2016. Questions regarding this
