4. ECC DRAFT MINUTES 02-15-2017 Meeting of the Elk River Energy City Commission Held at the Elk River City Hall Wednesday, November 16, 2016 Members Present: Chair Tom Sagstetter , Vice Chair Denny Chuba, and Commissioners Jason Hoskins, Glenn Hauck, Matt Herman, TA Flatland and Trish Curtis Members Absent: Councilmember Matt Westgaard, Commissioners Rudy Thibodeau, Jim Hamann, and Harley Hanson Staff Present: Kristin Mroz; Environmental Technician, Tam Nguyen 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Energy City Commission was called to order by Sagstetter at 8:34 a.m. 2. Pledge of Allegiance Sagstetter led the Pledge of Allegiance. 3. Consider Agenda Herman added 5.8 Mayor’s Monarch Pledge Moved by Curtis and seconded by Hoskins to approve the November 16, 2016 Energy City Commission agenda with the addition of 5.8. 4. Consider Consent Agenda Moved by Curtis and seconded by Hoskins to approve the consent agenda. 5.1 GreenCorps Member Introduction Mroz introduced Tam Nguyen, the city of Elk River GreenCorps member. Nguyen provided information on her background and what she has been working on and will continue to work on. 5.2 City Operations Greenhouse Gas Assessment Mroz provided an overview of the joint City Council/Energy City Commission meeting on October 17. Mroz demonstrated where the commission could located the report and infographic. Sagstetter suggested sending a press release to the Star News. Curtis suggested creating slides to add to the erTV. Herman mentioned a printing error. 5.3 EV Charger Grant Sagstetter discussed the APPA DEED grant approval for $40,000 for EV education campaign and data collection. ERMU will plan to purchase a DC fastcharger in 2016 for installation in 2017. ERMU and city staff have been meeting to develop the campaign. Curtis suggested creating a list of possible EV chargers in Elk River. Mroz mentioned that we could work with PlugInConnect that will bring stakeholders together to have those discussions and investigate proper locations. 5.4 SustainER/iMatter Mroz provided an updated of the first two youth group meetings. The committee has selected the name SustainER and has begun working with iMatter. Mroz showed a video introduction to iMatter and described the reportcard. Mroz requested a motion for SustainER to continue working with iMatter. Flatland motioned for SustainER to work with iMatter. Hoskins seconded. Motion Passed. 5.5 Visionary Sub-Committee Mroz proposed that the Visionary Sub-Committee meet to discuss updates to the 10- year Action Plan. Sagstetter nominated Herman. Herman accepted. Herman nominated Sagstetter. Sagstetter accepted. Flatland nominated Hoskins. Hoskins accepted. Mroz will send an email to ask if any absent commissioners would be interested and to set up meeting times. 5.6 Signage Mroz provided an update on the Energy City signs that were replaced at the city entrances. Mroz provided an update about the University of St. Thomas Sustainable Communities Partnership class that is interested in working with Energy City signage for the spring semester. Hoskins suggested looking into the Heritage Trail in Boston. Herman suggested using the Great River Energy headquarters as an example. 5.7 Community Center Mroz provided an update about the non-passage of the Community Center referendum on November 8. Hoskins requested that whichever decision is made by the city, that the Energy City Commission be involved. 5.8 Mayor’s Monarch Pledge Mroz provided an update of the City Council request for a resolution on October 17. The Mayor’s Monarch Pledge is a National Wildlife Federation pledge for city mayors to take action on pollinator habitat. The City Council passed the resolution. Great River Energy also presented on their pollinator habitat restoration project at the Energy Recovery Station. 6. Next Meeting Agenda Items (February 15, 2017) 7. Announcements 7.1 Commissioner Updates Sagstetter discussed that the ERMU rebates are on track for 2016. Flatland mentioned that Salk Middle School will be undergoing interior renovations including HVAC. Flatland would like the ISD 728 to include sustainable and STEM aspects into the design. Mroz will include Flatland in discussions with Greg Hein of ISD 728. 7.2 Staff Updates Mroz discussed the fall partnerships with the University of St. Thomas Sustainable Communities Partnership. Mroz discussed Jolene Jansen form ERMU and Mroz went to the Clean Energy Community Awards Conference. Mroz discussed the final draft of the City Green Fleet Guide. Mroz explained the Recycling Videos that erTV will be creating with local residents. Mroz provided a recap of the German Delegation visit in October. 8.
