RE: SCHOOL STREET IMPROVEMENTS
NO PARKING RESOLUTION
Dear Mr. Klaers:
As you are aware, we are proceeding with the School Street improvements anticipating the use
of some Municipal State Aid (MSA) construction funds. The MSA rules require the streets
constructed to a width which does not allow parking must have a no parking resolution adopted
by the City Council on record with MnlDOT prior to final plan approval. The proposed street
construction on School Street would be four lanes of traffic with no parking on either side. In
fact, back in the early 80's when the street was originally reconstructed, a no parking resolution
was adopted at that time. Mn/DOT is unsure if they will be able to locate the original no parking
resolution, so they have asked us to have a new resolution pertaining to the proposed project
adopted by the City Council. We have prepared the attached resolution in the format
recommended by Mn/DOT relative to no parking on School Street between Jackson Avenue
and Proctor Avenue.
If you have any questions, I will be in attendance at the City Council meeting on February 16,
1999.

RESOLUTION 99-
RELATING TO PARKING RESTRICTIONS ON
S.AP. 204-107-06 (School Street) from Proctor Avenue to Jackson Avenue in the City of Elk
River, Minnesota.
WHEREAS, THIS RESOLUTION was passed this 16th day of February, 1999, by the
City of Elk River in Sherburne County, Minnesota. The Municipal Corporation shall hereinafter
be called the "City", WITNESSETH:
WHEREAS, the "City", has planned the improvement of School Street, State Aid Route
No. 107 from Proctor Avenue to Jackson Avenue in the City of Elk River, Minnesota; and
WHEREAS, the "City" will be expending Municipal Street Aid Funds on the
improvements of this Street; and
WHEREAS, this improvement does not provide adequate width for parking on both sides
of the street; and approval of the proposed construction as a Municipal State Aid Street project
must therefore be conditioned upon certain parking restrictions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
That the "City" shall ban the parking of motor vehicles on both sides of the street at all times.
Passed and adopted by the City of the City of Elk River this 16th day of February, 1999.
