SUBJECT: WWTP Annual Report
As indicated on the agenda, the Wastewater Treatment Annual Report will be
presented at this February 22 meeting. This report was distributed with last
week's agenda packet for your review. Please remember to bring your copy of
the WWTP Annual Report to Monday's meeting.

Dear Mayor:
Congratulations on your efforts to protect the waters of Minnesota! You will be the recipient of a
Certificate of Commendation for outstanding operation, maintenance and management of your
wastewater treatment system. Our records indicate that your system met the award criteria from
October 1, 1997, through September 30, 1998.
The Minnesota Pollution Control Agency would like to recognize your accomplishment by presenting
the certificate to you and/or a representative of your operating staff at the 1999 Annual Wastewater
Operations Conference. The conference will be held from March 17 to March 19, 1999, at the
Thunderbird Hotel and Convention Center in Bloomington, Minnesota. The hotel is located at
2201 East 78th Street (Interstate 494 at the 24th Avenue exit, just north of the Mall of America).
The presentation ofthe Certificate of Commendation will take place during the Award Ceremony,
beginning at 3:15 p.m. in the MiamiIMenominee Room on Wednesday, March 17, 1999. The Governor
has been invited to present the certificates.
Enclosed is a request for information concerning newspaper notification of your receipt of the certificate.
Please complete the form and return it to the address indicated before March 3, 1999.
If you or a member of your operating staff are unable to be present at the Award Ceremony, the
certificate will be mailed to you.

RESOLUTION 99 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION AMENDING RESOLUTION 99-4 REQUESTING
ADVANCE MUNICIPAL STATE AID FUNDING
WHEREAS, the City of Elk River is planning on implementing Municipal
State Aid Street Projects in 1999 which will require State Aid
funds in excess of those available in its State Aid Construction
Account; and,
WHEREAS, said city is prepared to proceed with the construction of said
projects through the use of advance encumbrances from the
general State Aid Construction Account to supplement the
available funds in their State Aid Construction to supplement
the available funds in their State Aid Construction Account;
and,

WHEREAS, repayment of the funds so advanced will be made in
accordance with the provisions of Minnesota Statutes 162.14,
Subdivision 6 and Minnesota Rules, Chapter 8820.
NOW, THEREFORE, BE IT RESOLVED, that the Commission of
Transportation be and is hereby requested to approve this advance for
financing approved Municipal State Aid Street Projects of the City of Elk River
in an amount up to $669,690 in accordance with Minnesota Rules 8820.1500,
Subparagraph lOb, and to authorize repayments from the following year's
accruals to the Construction Account of the Municipal State Aid Street fund
for said City.
Passed and adopted by the City Council of the City of Elk River this 22nd day
of February, 1999.
