SUBJECT: FILLING BUILDINGIHOUSING
INSPECTOR POSITION
The city received seventeen application for the Building/Housing Inspector position
recently vacated by Jay Carlson. Staff interviewed five of the applicants and is
recommending the city hire Robert Ruprecht.
Mr. Ruprecht, who currently lives in Rogers Minnesota, has owned his own home
building business since 1987. Many of the exclusive homes he has built are located in
Elk River.

Mr. Ruprecht holds a Building Contractor License and a Real Estate License. Although
he is not currently a State of Minnesota certified building inspector, he has completed
most of the required Building Inspection Technology courses. In addition, he is on the
Suburban Northwest Builders Association's Board of Directors and is a member of the
Elk River Area Chamber of Commerce.
Staff is recommending the city hire Mr. Ruprecht with the following stipulations:
. Starting date - March 15, 1999
· One year orientation period (March 15,2000) and must achieve State of Minnesota
Limit Building Inspector Certification within the first year
· Starting pay - Step I - Pay Grade 13 ($18.89/hour*)
· Next pay period after receiving Limited Certification salary will be raised to Step J -
($19.74/hour*)
· Normal cost ofliving increases starting in January, 2000
· First regular step increase - July 1,2000 - Step K (20.62/hour*) and normal step
increases thereafter
· Must be a State of Minnesota Certified Building Official within two years of start
date - March 15,2001

Mr. Ruprecht presented himself very professionally at his interview. Staff feels he will
make a good addition to the Building Department. I will be at Monday night's meeting
