Request
Consider a request by Morrell Companies for a rezoning to Antenna Overlay
District and a conditional use permit to allow construction of a 174 foot tall
antenna tower.

Overview
.
The applicant is proposing to construct a 150 foot tall antenna tower on the
roof of their building. The overall height of the tower is about 174 feet,
including the height of the building. The applicant is proposing to construct a
lattice type tower with guy wires attached to the top of the building. The
tower and antenna will be used by the applicant for communication with
their trucks.

The site is located on 171st Avenue and the south side of the BNSF railroad
tracks. Adjacent land uses include agricultural and LeFebvre Trucking.
RezoninI!
In order to construct the proposed tower, a rezoning to AT is required. This
overlay district was established to manage the proliferation of antenna
towers and to ensure their proper placement regarding health, safety, and
welfare of the community. This overlay district does not change the
underlying PUD zoning district; all the uses allowed and the dimensional
regulations in the PUD district will continue to be allowed on land zoned AT.
In considering a rezoning request of this nature, consideration should be
given to the existing conditions within the area directly and indirectly
affected by the proposed rezoning as well as the compatibility with
surrounding land uses.
The rezoning request should not adversely impact, and would be compatible
with, the zoning and current use of the property which is under
consideration for rezoning and adjacent properties. The applicant has
indicated they need this tower in order to meet their communication and
dispatch needs. The applicant stated they investigated co-locating on the
towers owned by AT&T and APT and found that they could not meet their
coverage needs.
Conditional Use Permit
Co-location ReQuirements
The applicant has verbally indicated they contacted the owners of the two
nearest towers, APT and AT&T and found they could not meet their
communication needs by co-locating on either of those towers.
Construction ReQuirements and Desig-n Standards
The applicant is proposing to construct a lattice type tower with guy wires. It
will be located on the roof of their building and will be approximately 1 foot
wide. A lattice type tower is allowed because this is a private tower; a
monopole design is required for commercial wireless telecommunication
towers.

No signs or advertising are proposed.
No accessory structures or equipment are shown in the information provided.
No illumination is proposed.
Setback and Height Reauirements
The proposed tower complies with the setback requirements. The proposed
height of the tower is about 174 feet above grade. The tower itself is 150 feet
and is located on the roof of the building which is approximately 24 feet
above grade. In order to have a 174 foot high tower the applicant must
provide space for one additional user.
Planninf! Commission Meetinf!
At the Planning Commission meeting held on February 23, no one spoke at
the public hearing. The applicant explained the design of the tower and the
discussions held with other tower owners in the area regarding co-locating.
The applicant submitted a booklet which included tower specifications and
installation information. He indicated they would be supplying a letter from
a licensed engineer which certifies the tower meets the construction
guidelines outlined in the ordinance.
Recommendation
The Planning Commission recommends approval of the rezoning request to
AT based on the following findings:
1. The rezoning is compatible with the surrounding land uses and would
not adversely affect the property under consideration for rezoning.
2. The proposed rezoning is necessary in order to provide effective
telecommunication and dispatch coverage for Morrell Companies.
3. The rezoning is in accordance with the Comprehensive Plan for the
city.

Conditional Use permit
The Planning Commission recommends approyal of the conditional use
permit for a 174 foot wireless telecommunication tower and supporting
equipment with the following conditions:
1. The tower be designed to accommodate 1 additional user.
2. The tower shall be a color that blends in with the surrounding
environment.
3. No signs, lighting or advertising are allowed on the tower.
4. The applicant shall supply all necessary construction and design
information as outlined in the ordinance.
5. The applicant shall receive all necessary building permits.

GENERAL USE
The 25 G Is a general purpose com-
munications or heavy duty T.V. tower
which will satisfy a wide range of needs.
DESIGN
The 25G Is built on a 12-1/2-
equilateral triangular design with con-
tinuous steel -Zig-Zag- aoss bracing,
entirely electrically welded and fabri-
cated in precision equipment. The 8
-Zig-Zag- braces per 10' section mean
more than usual strength for a structure
of this size. The ROHN 25G is at least
33% stronger and far more durable than
similar size and type towers found on
the market today. At the same time, the
ROHN production system means lower

CONSTRUCTION
The 25G Is an extrordinarily rugged
