Transportation Funding
Mayor Klinzing is the city representative on the Region 7W Transportation
Programming Policy Committee (TPPC). This group makes the final decision
on which public improvement projects are to receive Region 7W federal funds
that are allocated by way of the Minnesota Department of Transportation.

City Engineer Terry Maurer is a member of the Region 7W Transportation
Advisory Committee (TAC) which makes recommendations to the TPPC on
projects.
The TPPC is meeting on February 25,1999, to make decisions on which
projects are to receive funding for fiscal year 2002. These projects can begin in
July 2001. Elk River has a highly ranked project that is under consideration
and which is expected to receive approval for federal funding for 2002. This
project is the resurfacing and improvement of 175th from the new Tyler Street
(west end of the project) to Fillmore Street (east end of the project). If
approved, the city should receive federal funding in the amount of $360,000.
The total project is estimated to cost $450,000.
Mayor Klinzing is scheduled to provide an update to the council on the results
of the February 25, 1999, TPPC meeting.

Local Transportation Priority Recommendations
Attached is a prioritized list of the locally-sponsored transportation projects seeking federal funding
recommended by the Region 7W Transportation Advisory Committee (T AC) for your consideration.
The T AC met on Thursday, February 18th, to review the FY 2002 project submittals and develop the
attached list of priorities.
. There was considerable debate regarding the eligibility of the city of Melrose's Ninth Street North
new road construction project and the city of Foley's Penn Street reconstruction project. Both of
these routes were shown as minor arterials in the original applications prepared by the proposers.
However, after further research on my part, I discovered that the two routes were actually classified
as local roads according to the app:coveQ Federal Functional Classification System Map maintained
by Mn/DOT.
Last year the ATP adopted a policy requiring all applicants seeking federal transportation funds to
meet all qualifying criteria prior to the submission of their application. Unfortunately, the two
proposed routes mentioned above do not meet the functional classification requirement set forth by
the ATP. Therefore, the two projects are ineligible to compete for federal transportation funding;
and consequently had to be removed from the list of eligible projects. We can discuss more on this
matter when we meet on February 25th.
In preparation for our next meeting, I suggest each of you take time to review the attached list of
priorities. I also encourage you to contact representatives of the T AC for additional input concerning
any of the projects on the list. Please feel free to invite any ofthe TAC representatives to the meeting
as you see fit as a technical resource.
