SUBJECT: JOINT COUNTY/CITY LANDFILL
INFORMATIONAL MEETING
The Sherburne County Board and the Elk River City Council ultimately approve the
permits for the Elk River Landfill, but the detailed technical plans and reports are
approved by the respective staffs. One such approval is the Landfill's proposed changes
to their Industrial Waste Management Plan.

The Industrial Waste Management Plan sets forth parameters for the acceptance of wastes
based on their compatibility with the liner at the landfill and their affect on leachate and
its ability to be treated. The current parameters in the landfill's Industrial Waste
Management Plan are below the hazardous waste limits. The landfill is proposing to
move these parameters a lot closer to these hazardous waste limits.
Staff has many concerns with this issue and will be working through them with the
owners of the landfill. However, residents in the area also have concerns with this issue.
Since the landfill's Industrial Waste Management Plan is approved by staff, not the
Council with a public hearing, county and city staff are proposing to jointly host an
informational meeting on the subject for citizens to ask questions and voice concerns.
The informational meeting is scheduled for Thursday, March 18, 1999, at the Elk River
City Hall Council Chambers, starting at 7:00 p.m. Notice of this meeting will be given in
the Elk River Star News and the Becker Citizen. Staff anticipates the issue of active gas
venting as remedial action for the contamination at the landfill being another major topic
at the informational meeting.
