All of the Planning Commission is available to attend a joint meeting with the
City Council on Monday, March 29,1999. The Planning Commission
discussed joint meeting dates at its last meeting and March 29 is the only date
that surfaced where the entire commission could be in attendance. If this date
meets with the City Council's approval, then a special meeting should be
called for 6 p.m., on Monday, March 29, 1999, at Elk River City Hall for the
purpose of holding the annual joint meeting with the Planning Commission
(for discussion on issues of mutual concern and interest), and, as time allows,
for the possible presentation of the planning department annual report. The
schedule calls for the joint meeting to last about 1 Y:z hours.
Both Mayor Klinzing and Councilmember Motin attended the Planning
Commission's annual meeting held in January, and therefore should be
somewhat familiar with items that the commission would like to discuss with
the council. Attached for your information is some material on the role of the
Planning Commission.
Recommended Action
Call a special City Council meeting for 6 p.m. on 3/29 at City Hall for annual
meeting with Planning Commission and possible presentation of annual
report.

Planning Commission
At their annual meeting the Planning Commission discussed topics and
issues for a joint meeting with the City Council. The Planning Commission
would like the discussion to include the following:
. Discuss future east Elk River development including residential,
commercial and industrial and it's impact on the city
. Discuss the role of the Planning Commission and the Commission's
relationship with the City Council
. . Discuss holding additional joint meetings
At the Planning Commission workshop on Tuesday, March 9th, staff will ask
the Commission if there are any additional issues they would like to see
included on the agenda for the March 29th meeting.

development and redevelopment of a neighborhood,
community or region in order to promote the public
health, safety, and welfare, to be prepared to take
advantage of future opportunities, and to create and
maintain a desirable environment.

PLANNING CONCEPrS
Ci ty, rownship and County planning is based on state
enabling legislation. Planning begins with an analysis
of community needs and goals which are then formulated
into a Comprehensive Plan. rhe Zoning Ordinance and
other regulations must be. based on this Comprehensive
Plan in order to be constitutional and to minimize land
use conflicts.

WHICH:
*researches, studies, and generates ideas on planning
issues in order to gUide community land use planning.
*serves as a feedback mechanism to inform the governing

*evaluates information from staff, other public agencies,
and testimony gathered in public hearings regarding
development proposals, ordinance amendments, capital
improvements, and other land use issues in order to make
recommendations to the governing body.
*supports its decisions with findings of fact based on
the health, safety and welfare of citizens, and gUided
by the Comprehensive Plan.
*receives its charge from state enabling legislation.
