Background/Discussion At their April 6, 2015, meeting, the HRA approved up to $4,000 in costs for the installation of commercial quality lighting of the downtown trees. Staff received two proposals which were submitted by Rainbow Holiday Design Company and Emerald Companies. The HRA authorized staff to negotiate an agreement with one of the two companies to install decorative lighting based on the lowest cost and best quality. The contract was awarded to Rainbow Holiday Design Company in the amount of $4,400. Staff presented the proposal to the Downtown River’s Edge group at their May 13, 2015, meeting. The Downtown River’s Edge group approved to contribute the $400 difference plus maintenance for a year. Expiration of the maintenance agreement with Rainbow Holiday Design Company and ongoing concerns with maintenance of the lights and tree trunk damage prompted a council work session discussion on November 21, 2016. The Council directed staff to bring a recommendation to include a budget number for lights in the annual budget and work with the Downtown River’s Edge group to maintain the lights. The estimate obtained by Rainbow Holiday Design Company on January 18, 2017, includes removal of the existing lights and the installation of new warm LED lights on the light poles downtown for a total of $3,107. Mr. Prochnow, from Rainbow Holiday Design Company indicated that the lights will need to be replaced every two or three years as they will be exposed to the outside elements year round. Ongoing maintenance is estimated at $120 per month which includes up to 2 hours of labor, and checking lights once per month. At their December 5, 2016, meeting, The HRA discussed the implementation of the Mississippi Connections plan and opportunities to utilize a portion of the budget funds over the next three years to make desired streetscape improvements to downtown. Staff received a request from the Downtown River’s Edge group to present their desired list of improvements to the commission. The list included permanent benches, flower pots, permanent bike racks and a mural on the back side of Pompeii Pizza or Elk River Meats. The HRA requested that staff bring back a proposal, including estimates and maintenance costs from the Downtown River’s Edge Group at a later date for discussion and action. At their January 11, meeting, the Downtown River’s Edge group discussed the need for park benches, bike racks, and flower planters. Staff presented the group with several options and designs for benches and bike racks. The group came to a consensus that they would like four composite, renaissance-style, recycled material benches in 2017 and purchase six more benches at a later date. They also discussed replacing the two bike racks downtown with two art-inspired, brightly colored bike racks in addition to purchasing 4 more planters for the downtown area. At their February 15, meeting, staff presented estimates for the suggested downtown decorative park benches, bike racks and flower planters to the Downtown River’s Edge group. Estimates were obtained from Belson’s Outdoors in the amount of $6,827.72. The group came to a consensus to formally request that the Council approve the decorative fixtures at their next meeting. The HRA will consider allocating funds from their Downtown Plan Implementation fund identified within the Other Professional Services line item at their April meeting. Financial Impact In 2017, The HRA budgeted $20,000 for the implementation of the Downtown Plan in the Other Professional Services line item for the purchase of permanent downtown decorative fixtures. The purchase and ongoing maintenance of the downtown lights will draw from the General Fund. Open Forum - No one appeared for Open Forum. 6.1 Public Hearings - None Housing and Redevelopment Minutes Page 2 April 6, 2015 7.1 Housing TIF Jeremy Barnhart reviewed changes to the Housing TIF policy. He noted that the policy will be brought back to the HRA at their next meeting for final review and approval. Chair Wilson noted the following change to be made on the scoring sheet: The word "not" needs to be inserted after "will" in the Pay -as- you -go TIF line. Also, the numbering needs to be revised (1 — 9, not 1 — 11). Mr. Barnhart noted that the housing TIF is for low to moderate income projects. 7.2 Rehabilitation Loan Program Update Colleen Eddy provided an update on the HRA Rehabilitation Loan Program. She stated that two projects are in process and three are ready for construction, pending HRA approval of the repayment agreements. Motion by Commissioner Chuba and seconded by Commissioner Kuester to approve the repayment agreements for three projects, as recommended by staff. Motion carried 5 -0. 7.3 Downtown Lighting Amanda Othoudt presented the staff report. She provided details for the two proposals which were submitted; one by Rainbow Holiday Design Company of Minnetonka, and one by Emerald Companies of Waite Park. Discussion followed regarding maintenance of the lighting, leaving the lights up year -round and the quality of the lighting. Wendy Simonson, Downtown Rivers Edge representative, stated that they do not have the equipment to put up the lights, but they would be willing to take down the existing lights to save costs. She stated that the business owners would like to see the lights up year -round and new lights are needed. Ms. Othoudt stated that the estimates she obtained include taking down the lights, but if the lights are to be left up, the cost of removal and storage would be eliminated. Commissioner Chuba asked who pays for the cost of the lighting. Chair Wilson stated that he assumed the HRA did. Ms. Othoudt stated that the cost is budgeted in the HRA Other Professional Services line item for 2015. Mr. Barnhart suggested the HRA authorize approval up to $4,000 for the lights and staff would work with the two bidders to negotiate an agreement for putting up the lights and maintenance. Commissioner Chuba suggested that the HRA take up the offer by the Rivers Edge group to remove the existing lights, thereby reducing the cost. Ms. Simonson stated that she would present the idea to the group at their meeting on Wednesday. Housing and Redevelopment Minutes April 6, 2015 Page 3 Chair Wilson noted that if the cost was more than $4,000, staff would come back to the HRA for approval. The HRA concurred that staff should look at both lowest cost and quality. Motion by Commissioner Toth and seconded by Commissioner Chuba to authorize staff to negotiate an agreement for up to $4,000 in costs for commercial quality lighting of the downtown trees. Motion carried 5 -0. 7.4 Downtown Beautification Update Zack Carlton reviewed the current downtown beautification projects, including the tree replacements along Main Street and plantings for the King Avenue parking lot. He asked if the HRA had any specific goals or additional projects in mind. Commissioner Toth asked how the trees will be watered. Mr. Carlton stated there is irrigation for the trees. Commissioner Toth asked how the tree replacement project will affect the lighting project. Mr. Carlton explained. Commissioner Chuba asked when the paver project is expected to start. Mr. Barnhart stated that the crosswalk and alley are expected to be completed first, beginning early spring, noting that the barricades are already up. He stated that the rest of the project will be completed later this summer. 8. Announcements Colleen Eddy noted that the draft Demolition Loan Program has been sent to the City Attorney for review. She stated that she hopes to present the document at the May meeting. Commissioner Chuba noted that it was his understanding that the loan may not necessarily be repaid and that the purpose is to clear lots on blighted properties, where it will be a good investment for future development. 9. He explained model homes are normally used as a tool to sell homes but he feels like approving more model home permits will move away from the intention of model homes and instead be used as a tool to allow earlier building. Moved by Councilmember Westgaard and seconded by Councilmember Olsen to amend the proposed Development Agreement to allow eight model home permits. Recessed 7:41p.m. to go into work session. Reconvened at 7:49 p.m. 9.1 Downtown Parking, ReguE&Vons, Permitting and Decorative Lighting Mr. Portner presented the staff report. Downtown Parking Regulations and Permitting Mayor Dietz stated he agrees with removing the parking signs, getting rid of fees, and not enforcing. He added it bothers him that employees and some business owners park in the spots that should be for customers but the city has no control over this. He added the city made a good faith effort to enforce parking but employees got wise and figured out ways to avoid the requirements. Fred McCoy, McCoy's Pub — stated the idea isn't to get rid of parking permits but to stop charging for the permits. Councilmember Olsen noted there are costs associated with staff issuance of permits. He agreed there should be a designated employee parking area. Mayor Dietz indicated the cost to issue permits is minimal. He questioned if the permits can be changed to not expire. Chief Nierenhausen stated this would still need to be monitored. Chief explained he is trying to understand why permits would be required when there is no fee and the area is not monitored. He noted all downtown businesses would need to be in agreement to make this work and he is not hearing that agreement. P01E1E1 0Y f ATURE City Council Minutes November 21. 2016 Page 9 Councilmember Wagner indicated she is on the Downtown River's Edge group as a business owner and she has put a lot of thought into this issue. She suggested having the Downtown River's Edge group come up with a permitting process instead of the city taking care of the permitting and enforcement. She feels in order for this to work it would have to be a partnership between the Chamber of Commerce, the EDA, and the Downtown River's Edge group to show the effects on business if no parking is available. She believes if many of the businesses were aware of the economic impact of leaving the front parking spaces for customers they may be deterred from parking there or allowing their employees to park there. Mr. McCoy concurred with Councilmember Wagner. Mr. McCoy requested the city leave the employee parking signs up and the Downtown River's Edge group will inform all businesses of the change in the parking rules. Tim Dolan, downtown business owner — agrees with Councilmember Wagner's idea of the Downtown River's Edge group taking over permitting and enforcement. He added parking is a bigger issue when the city holds large events downtown, such as the Farmer's Market and the concerts. The Council concurred with the Downtown River's Edge group taking over the permitting and enforcement and for staff removing the 2-3 hour parking signs. Downtown Decorative Lights Councihnember Wagner indicated there is no clear understanding on who maintains the decorative lights. Ms. Othoudt indicated the Downtown River's Edge group paid $400 towards the lights and agreed to maintain them for a year, which has expired. Councilmember Wagner stated she gets feedback from people saying they like the lights. She called Rainbow Holiday Design and received a new quote. She explained the quote was approximately $3,000 for 123 light strands (100 for the trees and 23 for the light poles) with maintenance billed at $75/hour as needed. Councilmember Olsen questioned if lights could be eliminated from the trees. Councilmember Wagner indicated she would rather see the light poles wrapped than the trees. Mr. Dolan concurred adding lights on the trees seem to cause issues. Consensus of the Council was to eliminate the lights on the trees. Mr. McCoy stated he seems to recall money set aside for downtown beautification. Mr. Pormer added the money is for a one-time purchase and he would prefer for ongoing costs such as lights to come from the General Fund if the Council decides to fund. Mayor Dietz questioned if the Council funds a set amount for the lights and maintenance if the Downtown River's Edge group would be willing to cover the remaining amount. Councilmember Wagner stated she believes the group would be willing to make a financial contribution. Council consensus was for Mr. Pormer to bring back a recommendation to Council to include an amount for lights in the annual budget and work with the Downtown River's Edge group to maintain the lights. Staff time Mr. Pormer stated a large amount of staff time is spent attending and contributing to the Downtown River's Edge group meetings. He explained the city does not provide that level of staff participation for any other group or organization and questioned what level of support the Council is comfortable providing. He suggested one staff member be designated to receive and direct inquiries from the Downtown River's Edge group. Mayor Dietz indicated Ms. Othoudt seems like the natural person to attend the meetings and she can disseminate the information accordingly. He noted he doesn't feel that more than one staff person needs to attend the meetings. Councilmember Wagner explained Ms. Othoudt is definitely an asset to the group but Mr. Benoit is an asset as well since the Downtown River's Edge group has many partnerships with the parks and recreation Department. She suggested having Mr. Benoit and Ms. Othoudt alternate attending meetings. Mr. Pormer stated those two employees will alternate attending based on the agenda and disseminate information as necessary. 9.2 2017 Budget Ms. Ziemer presented the staff report providing updates on the General Fund budget and proposed tax levy. 9.3 Pinewood Proposals Discussion Mr. Pormer presented the staff report. Motion carried 5-0. 7.3 Administrative Agreement between HRA and Central Minnesota Housing Partnership (CMHP) Ms. Othoudt presented the staff report. She explained that the HRA is asked to approve the new contract between the HRA and CMHP to administer the HRA housing program. She noted that the contract language is the same as last years'. Ms. Othoudt stated that Ed Zimny of CMHP was present to answer any questions the HRA may have. Motion by Commissioner Chuba and seconded by Commissioner Kuester to approve the Housing Owner-Occupied Rehabilitation program contract with Central Minnesota Housing Partnership (CMHP) as presented in the staff report. Motion carried 5-0. 8. Announcements Commissioner Chuba noted that some of the lights on the poles downtown are not working. Ms. Othoudt noted that the City Council will budget for ongoing maintenance of the lights. She stated that the lights will be removed from the trees due to problems as the trees grow. The strands of lights wind up wrapping too tightly around the trees, and damages the trees. Only the light poles will be wrapped with lights. The HRA recessed at this time (5:50 p.m.). The HRA moved into a worksession at 5:55 p.m. Housing and Redevelopment Minutes Page 3 December 5,2016 9.1 Worksession— Mississippi Connections Plan Discussion Ms. Othoudt provided background information on the Mississippi Connections Plan and related streetscape improvements along the Main Street corridor. She stated that staff has discussed with the Downtown Rivers Edge group opportunities to utilize the budget funds in making the improvements. She stated that the Downtown River's Edge Group's list of desired streetscape improvements includes:permanent benches in the downtown, flower pots,permanent bike racks,and a mural on the back side of Pompeii Pizza building. Chair Toth suggested a mural could be done on the side of the Elk River Meats building,if the owners were open to it. Ms. Othoudt reviewed options for the benches ranging from$254-$730,depending upon length and number of armrests. Fred McCoy suggested locating a bench by the dental office and by the park area along Main Street,on the east side of downtown. Councilmember/Representative Wagner stated they are proposing brightly colored benches, such as turquoise,orange,pink or yellow. She noted there are five spots where it would make sense to place benches,to start with. She noted that there are a couple in the downtown already. Chair Toth asked who placed the existing benches. Wagner stated that the businesses purchased the benches. Chair Toth stated he felt it might be better for the businesses to buy the benches themselves,if they are going to be in front of their business. Fred McCoy stated that the new benches would not be placed in front of specific businesses, just in good locations for people to congregate. Chair Toth suggested the Downtown group could pool resources to purchase the benches. Wagner stated that not all businesses are members. She asked if the allocated funds were just for 2016,or if there would be an annual implementation in the budget. Ms. Othoudt explained that there is currently an annual allocation for 2017 and$20,000 budgeted for implementing the Mississippi Connections plan,but not specifically for just the downtown. She stated it is the discretion of the HRA how much they are willing to put forward for these improvements. She noted that they should be permanent structures that would help bring people into the downtown area. Commissioner Chuba stated that since not all businesses pay dues,he suggested an artistic element for the bike racks, or adding other types of sculpture. Wagner stated that the hope was to partner with local artists to add an element of art. Commissioner Eder asked who would maintain the flower pots. Wagner stated that the association put money toward enhancing the pots,both for the spring/summer and fall/winter,recently coordinating with Green Valley. She explained that he pots currently in front of businesses where paid for by the businesses themselves. Wagner noted that it was the consensus of the downtown group to use some of the association's funds to enhance the planters,adding value and creating a unified look. Housing and Redevelopment Minutes Page 4 December 5,2016 Commissioner Eder stated the HRA would need to know what the costs are to provide the pots and to maintain them. She stated that if the HRA s going to invest funds, they need to do it right and ensure they will be maintained. Wagner stated that last year, the Master Gardeners maintained the pots. Discussion followed regarding the difficulties with the spruce tips in the pots, due to weather conditions and timing of their delivery. Chair Toth stated that he could see the benefit of contracting out for maintenance. CM Wagner stated that the Downtown group's desire is to have more pots,as they build up membership and funds,the association will be able to contribute more. She noted they are working hard to increase their membership. She stated that they have increased their membership fees in order to do these types of things,but unfortunately, they only have 35 paying members at this time. Discussion followed regarding the scope of the River's Edge Downtown group's target membership area. Mr. McCoy stated they include Elk River Dental to the west,businesses on Railroad Drive,and from the Bank of Elk River to the east along Main Street includes businesses on Jackson and King Avenues. Chair Toth asked what area is included in the Mississippi Connections study area. Ms. Othoudt stated that the study area included the Downtown District, across railroad tracks, all the way to School Street,and nearly reaching Highway 169. Wagner stated that they try very hard to get everyone to participate. She noted that they meeting at 2:30 on Wednesdays,and that is hard for some entrepreneurs to attend since they may be the one running the daily business. Mr. McCoy noted that they don't have a way to raise money, other than the membership dues from businesses. Further discussion followed regarding the improvements,including benches,bike racks and flower pots. Ms. Othoudt stated that they would not be able to partner with the Arts Alliance as mentioned, since they are no longer in existence. She stated that are look at allocating funds for improvements for the next three years. She stated that staff will work with the downtown group to come up with some solid ideas to bring back to the HRA for approval. Commissioner Chuba asked what has been implemented during the past four years since the Mississippi Connections plan approval. Ms. Othoudt explained that they have implemented the Downtown Rehab program,the downtown lights,and they are currently working on acquiring properties to redevelopment Main Street. Commissioner Eder suggested the group get quotes from nurseries to provide and maintain pots. She stated that if not going to be maintained,it would make no sense spending the money. Chair Toth stated that it was not the HRA's responsibility to get into specifics. He stated the HRA could decide where to spend the money,and how much each year,but that he would like the downtown group to come up with a plan,including initial costs and maintenance costs. Commissioner Chuba asked if bike racks were an integral part of this proposal,and if there were any now. Commissioner Eder stated she has seen a lot of people riding bicycles in the downtown. Wagner stated there are a couple of racks,but she did not know how many spots were in them. Mr. McCoy stated there was one by alongside the Depot by the Park, also by the King Avenue parking lot. McCoy also felt there were a lot of people coming through the downtown on bicycle. Commissioner Chuba stated that promoting bike riding would tie in with Energy City. Discussion followed regarding the Ramsey trail along the Mississippi River under construction and the Holdingford trail. Mr. McCoy asked if the idea of a kiosk by Avalon Salon was still under discussion. Ms. Othoudt stated the kiosk was discussed as part of the wayfinding. She noted that they will be sending out the Request for Proposals (RFP) for Wayfinding soon. Ms. Othoudt stated that the wayfinding plan was part of the Mississippi Connections plan. She explained that other components of the plan that have been implemented are the blighted properties program and the rehab loan program for older homes,and are currently looking at redevelopment opportunities. She stated she could summarize what has been done and what is left to be done,and look at funds that have been allocated. Commissioner Eder asked if the Downtown River's Edge group could come back with numbers and more information with what they want to see. Wagner asked who should get the quotes, since Park and Rec might have better resources for benches and pots. City staff was going to look at options and pricing. Ms. Othoudt stated she will be meeting with the association to discuss. Mr. McCoy stated they could look at bids for maintenance of the pots. Ms. Othoudt stated that staff can bring ideas to group at January meeting. She then will bring back to the February or March HRA meeting. She noted that funds will be utilized from the Mississippi Connections allocation. Chair Toth asked if the funding rolls over into their reserve account. Ms. Othoudt stated no,that funds have been budgeted for the year do not roll over to the following year. Mr. McCoy asked that the HRA consider contribution to a dock on the Mississippi River in the vicinity of the Rivers Edge Park. He stated that there are businesses willing to donate. Chair Toth stated that a request for funding and construction of a dock needs to go to the City Council. He stated that the HRA is not funded to allow that type of expenditure. Commissioner Chuba asked what type of dock they are looking at. Mr. McCoy stated that he has been working on this project for 1.5 years, and would propose a dock that was halfgp1yPp fishing pier and half canoe dock. He noted that the DNR stated that MNCORE's project last forever. He stated that he and Annie Deckert met with MNCORE and they stated that could build whatever type of dock the city wants. Mr. McCoy stated he felt a dock would be a"crown jewel"in the park. Commissioner Eder stated she would have a concern would be liability issues. Ms. Othoudt stated that a dock has been previously discussed and she could provide past memos and information related to the discussions. Chair Toth added that the dock was not part of the Mississippi Connections plan,just something that was discussed at that time. Ms. Othoudt stated she will include information of the city council discussion. She noted that it was learned that this would be a tough location for a permanent structure due to issues with the river current. She stated that staff has not seen a plan of what the group is looking for. 9.2 Chair Toth Item - Property off 2"d Street, north of Mississippi River Chair Toth stated the vacant property off 2nd Street is in foreclosure. Tree lighting: Jude Richter from the carolers church provided battery opereated candles for lighting of carolers and ambient light, prior to the tree being lit– Jennifer asked if Rivers Edge would split the cost of candles – Riversedge will pay half – motion carried. Map of Downtown for Benches, Bicycle racks and more flower pots: The Bank of Elk River provided a map of where the current planters are and suggestions for locations for benches. Amanda brought quotes for benches of different materials: wood, composite or metal. 328- 493 a piece size 4ft standard bench 50lb (recycled) frame could be green blue yellow cedar mink, gray black white, wood, Classic antique style $614 each. $407 wood – 60lb. white oak – more legs higher price and weight. Consensus was that benches have similar style to those in the Rivers Edge Commons Park. Would like to be able to get them In bright colors if possible. If not, wood simulated composite benches would be our preference. Would consider painting them if technology would provide a long lasting finish. Amanda will look at composite benches with renaissance arms. Can they be screwed into the ground – how do we prevent them from being carried off. We decided that we would like 4 benches to start to see how they affect shoveling, foot traffic and how much they will be used. We discussed adding more Bike racks downtown. There is already one by the Sunshine Depot and one by Avalon. Would it be of benefit to add one by the river? Amanda quoted a price of approx 564. Would like colorful arty bike racks. Would like to see ones that are currently in place updated. The consensus was that we needed to add 2 more matching flower pots. Put one by Magnnussen LLC 350-550 per pot. (we will get bids in the spring for both summer and winter plantings) Decorative Lights on street lights: Amanda and Jennifer meeting with contractor on Tuesday. Parking Permits, where to park, signage: Subcommittee created to discuss parking changes met prior to the regular meeting to discuss ways of communicating to all downtown businesses: the benefit of leaving downtown street parking for customers; Better Signage for Public Parking; Maps with designated employee parking and customer parking; Designate employee parking (no permits required); Designate Customer Parking; Time limits on parking spots (2 to 3 hrs uniform ), City is already working on Wayfinding Project. Included in this is better signage directing people to the downtown area, better signage for public parking and the removal of all street 2 to 3 hour parking signs. Elk River no longer has a parking ban on over night parking on streets (code red phone calls for snow emergency when no street parking allowed). There was confusion between the Wayfinding Plan that the City of Elk River had been working on to provide better signage directing people to downtown and the inclusion of removing all parking control signs in downtown (i.e. there will no longer be “no overnight parking signs”, “3 hour parking only”, ”2 hour parking only.”) We had been focused on removing monetary requirements for downtown employee parking permits in the King Ave lot and didn’t realize that part of the discussion that the city was having was to remove all signage. The fact that all of the parking signs were coming off the streets in downtown was never made an agenda item or clearly communicated in our Rivers Edge meeting discussions. Wendy requested a poll of the members at the meeting as to whether they were in favor of having the signs removed. 6 of the 7 Rivers Edge members at the meeting voted to keep the 3 hours parking signs – Jennifer abstained from voting. Wendy was directed to contact RaeAnn Gardner, Communication Director at City of Elk River 635- 1000 to let her know that we are not in favor of the controlled parking limits being removed from downtown. Jennifer said she would talk to Cal Portner about our concerns.
