Members Absent: Commissioners TA Flatland, Jim Hamann, and Trish Curtis

I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Energy City
Commission was called to order by Sagstetter at 8:39 a.m.
2. Pledge of Allegiance
Sagstetter led the Pledge of Allegiance.
3. Consider Agenda
Mroz added 5.7 Great River Energy Pollinator Habitat Planting presentation by Matt
Herrmann
Moved by Westgaard and seconded by Chuba to approve the May 18, 2016
Energy City Commission agenda with the addition of 5.7.
4. Consider Consent Agenda
Moved by Chuba and seconded by Westgaard to approve the consent agenda.
5.1 Youth Committee
Mroz provided the update on the youth committee interest meeting and requested
Commissioners continue to promote applications. Hanson suggested sending a flyer
to Steve Vrchota with Lego League and Sagstetter suggested having it posted onto
the ERMU website. Hermann requested that the flyer be promoted at the Science
Fair in October. Sagstetter recommended adding a due date and removing the ISD
logo to eliminate confusion.
5.2 University of St. Thomas Sustainable Communities Partnership
Mroz provided the update on spring semester class projects. In response to the
plastic bag ban project, Mroz suggested touring a Material Recovery Facility.
Sagstetter suggested working with GRE and Waste Management on education and
outreach. Hermann will collect information on the "It's in the Bag" program and
suggested working with businesses to reduce blue plastic bags in the waste stream.
5.3 Climate Stuart Municipalities
Mroz provided the update and shared the schedule with the commission.
5.4 Green Corps
Mroz provided the update.
5.5 Energy City Action Plan review and updates
Mroz reviewed the Action Plan. No changes were made at this time.
5.6 Energy City Signage
Tabled until the next meeting.
5.7 Great River Energy Pollinator Habitat Planting — Matt Hermann
Hermann gave a powerpoint presentation regarding the native prairie plants that
GRE will be planting on their 9 acre front lawn this year.

8.1 Commissioner Updates
1. Hermann mentioned that the biodigestor project had applied for a
LCCMR grant and would have meetings in June/July.
2. Sagstetter mentioned that the city is looking into including an electric
vehicle into the 2017 budget and possible lease an E -ride. ERMU is applying
for a DEED grant to install EV charging stations.
8.2 Staff Updates
1. The Green House Gas Assessment is nearing completion
2. The Green Step Cities Step 4 metrics have been submitted.
