Wal-Mart is requesting a general planning permit for a garden center in its parking lot.

Overview
Wal-Mart is requesting a general planning permit to locate a temporary garden center in its
parking lot. It will be used for the display of trees, shrubs, bagged, goods and landscaping
blocks from April 1 st through August 1 st. The hours of operation will be seven days a week
from 7:00 a.m. -10 p.m.
The proposed location is in the parking lot on the north end and will displace about 64
parking spaces. The location will not disrupt traffic flow nor does it create any parking
problems. The garden center has been in the same location in past years.
Recommendation
Staff recommends that the City Council approve Wal-Marts request for a general planning
permit to allow a temporary garden center with the following conditions:
1. NO ELECTRICAL SERVICES SHALL BE ACROSS ANY DRIVE OR
WALKING SURFACE.
2. IF TRAFFIC BECOMES A PROBLEM AROUND THE TEMPORARY
SITE, THE SALES AREA SHALL BE DELINEATED WITH A BARRIER
TO RESTRICT TRAFFIC.
3. THE GREENHOUSE/GARDEN CENTER BE MAINTAINED FREE OF
DEBRIS AND KEPT IN AN ORDERLY CONDITION.
4. THE LOCATION OF THE GREENHOUSE IS CONSISTENT WITH
THE SUBMITTED SITE PLAN.
4. THE GREENHOUSE AND DISPLAY AREA BE REMOVED WITHIN
ONE WEEK OF THE END OF THE SALES PERIOD AND THE SITE
BE RETURNED TO ITS PREVIOUS CONDITION.

The Lawn & Garden season is fast approaching us and we are finalizing our planning
for the up and coming season. Enclosed is the plan I would like to submit to you and the
council for your consideration. Merchandise that we would like to display in the two hi-light~d
areas will be riding lawn mowers on the walk in the front of t~e fenced area. The other hi-lighted
area would be in the parking lot in front of the fenced Garden Center area, this area will be used
to display trees, shrubs, bagged goods & and landscaping block. The dates that we would like
to be able to use the area shown would be from 4/1-8/1. Please let me know if there are any
problems with what we have proposed.
