Reauest
Consider a request by St. Andrews Church to construct an addition to their existing facility.
The addition will include a cafeteria and gymnasium.
60 Day Rule
In order to comply with Minnesota Statute 15.99 (60 - Day Requirement), action must be
taken on this request by February 22, 2005.
Location
The property is located at 566 4th Street, the northeast comer of 4th Street and Irving
Avenue.

Overview
Proposal
The applicant is proposing to demolish the existing gym/cafeteria, heating plant and old
church. They are proposing to replace them with a new cafeteria/kitchen, gymnasium, office
and storage space. The new construction will be located in the center of the site and connect
the school with the church.
The proposed 18,175 square foot expansion includes the following square feet:
kitchen/ cafeteria
gymnas1um
office/ storage
3,520 sf.
5,337 sf.
3,626 sf.
Additional landscaping and a slight modification to the parking lot are also proposed.
Additional trees are proposed in the area of the old church and the parking lot will be
changed to provide improved access to the new parish center foyer and the existing church
office building.
In order to avoid adverse impacts on adjacent residential areas, demolition and construction
traffic will have to follow a predetermined route outlined in the City Engineer's memo.
Analysis
Site plan
The proposed addition is located between the existing school and church. The existing
cafeteria/gymnasium and heating plant will be demolished to make room for the addition.
Since the addition is an infill project, it should have minimal impact on the way the site
functions. The exterior material will concrete panels and some brick to match the existing
buildings.
Parking and Access
There is a driveway and a small parking area around the existing heating plant. This
pavement will be removed as part of this project. The pavement will end at the rear wall of
the parish office. The existing driveway that provides access to the parish garage will remain.
A 12 foot wide driveway will connect the north side of the addition to the existing parking
lot. This will provide access to the loading/storage area adjacent to the kitchen. No other
modifications to the parking lot or accesses are proposed. The proposed addition will not
generate additional parking demand that cannot be met with the existing parking.
Grading, Drainage and Utilities
Grading, drainage and utilities are addressed in the City Engineer's memo.

Building Elevations
The exterior of the addition will be concrete panels with some brick to match the existing
buildings. It will be two stories high to allow for the high ceiling in the gymnasium and
match the existing rooiline of the church. A new entrance will be located on the south side
between the addition and the church. It will provide access to the foyer adjacent to the
gymnasIum.
Landscaping
Six new trees will be planted in the area of the old church, three ash trees and three pine
trees. Other landscaping includes 3 ornamental trees and various shurbs along the sidewalk
leading to the new parish center entrance. There is an existing overs tory tree near the
intersection of Irving Avenue and 4th Street, between the old church and the parking lot. The
applicant should preserve this tree if possible.
Plannina Commission Meetina
At the Planning Commission meeting held on January 25th, no one spoke at the public
hearing. The Commission discussed construction and demolition traffic routes and had the
building elevations clarified.
Recommendation
The Planning Commission and staff recommend that the City Council approve the
conditional use permit to expand St. Andrews Church with the following conditions:
1. All comments of the City Engineer shall be addressed.
2. The traffic route outlined in the City Engineer's memo include both demolition and
construction traffic.

RE: ST. ANDREW'S CHURCH EXPANSION
Dear Mr. Harlicker:
As requested, we have reviewed the plans submitted for the proposed expansion to the St.
Andrew's Church facilities. The plans were prepared by G.L.T. Architects and Larson
Engineering and consisted of an existing site plan, grading, drainage and erosion control
plan, utility plan, and construction details along with drainage calculations. Based on our
review and comments received at the staff review meeting, we would offer the following
comments:
1. The proposal is to remove the old church building and the gymnasium! cafeteria. New
construction would consist of an addition connecting the existing grade school to the
new church building, along with a small addition in the southeast comer of the new
church building.
2. A requirement of the demolition permit should be that all trucks accessing and leaving
the site should go east on 4th Street to Gates Avenue, then north along Gates/Freeport
Avenue to School Street, and then east on School Street to access Trunk Highway 169.
This route will avoid construction traffic either south on J ackson Avenue in the vicinity
of Trunk Highway 10 and J ackson Avenue, or east on Main Street near the intersection
of Main Street and Trunk Highway 169.
3. The storm drainage calculations appear to be adequate for the proposed changes in the
St. Andrew's Church campus.
4. The addition is proposed to gain sanitary sewer service by constructing a new 4" service
in the existing facility under Irving Avenue, bringing the service into the southwest
comer of the addition. A new 6" waterline is proposed to be brought in from the

existing 10" watermain in Irving Avenue. This new 6" will connect to an existing 6"
loop on the church property. A new 6" service will then be extended from the existing
line to the proposed addition. Although it is not noted, it is assumed that the 6" line is
to facilitate sprinkling of the proposed addition.
5. There are no proposed changes to be made to the existing parking for the St. Andrew's
Church facilities.
6. Although the total area disrupted may not reach the threshold for the requirement of an
NPDES permit, the site should be required to provide a Storm Water Pollution
Prevention Plan (SWPPP). The City's generic SWPPP can be utilized for the site.
Special conditions should be provided to deal with dust that may occur due to the
demolition activities; along with the staging of silt fence activities while demolition is
undertaken and once new construction begins.
