RE: 2005 PAVEMENT REHABILITATION IMPROVEMENT
PUBLIC HEARING
Dear Council Members:
As you are aware, the public hearing for the 2005 Pavement Rehabilitation improvement is
scheduled for the City Council meeting to be held on Februaty 22, 2005. Please bring along
the green-covered feasibility study you received earlier this month. The project includes the
reconstruction of Fifth Street from the west end to Norfolk Avenue, and the Upland
Avenue/Tipton Avenue neighborhood from Main Street to TH 10. At the public hearing, I
will be prepared to make a presentation explaining the proposed improvements, including
the project cost and proposed assessments to the benefiting properties. At the close of the
public hearing, I will be available to answer questions from the City Council and/or general
public.
After the public hearing is closed, it would be appropriate for the City Council to consider
the attached resolution ordering the improvement and preparation of plans and
specifications. Since this is a City-initiated project, adoption of the resolution requires a 4/5
vote of the City Council.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE IMPROVEMENT AND PREPARATION OF
PLANS AND SPECIFICATIONS IN THE MATTER OF THE 2005 STREET
RECONSTRUCTION IMPROVEMENT OF 2005
WHEREAS a public hearing relating to the 2005 Street Reconstruction improvement was held
before the Elk River City Council after ten days mailed notice and two weeks
published notice of the hearing was given; and
WHEREAS the City Council has duly considered the Feasibility Report and those matter
presented at the public hearing by those person desiring to be heard on the matter;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The 2005 Street Reconstruction improvement is hereby ordered as recommended in the
Feasibility Report dated February 2, 2005.
2. Howard R. Green Company is hereby designated as Project Engineer for this improvement.
The Project Engineer is directed to prepare plans and specifications for the making of the
improvement and the solicitation of competitive bids.
Passed and adopted this 22nd day of February 2005.
