Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Public Library Board was called to order at 5:30 p.m. by Vice Chair Mary Eberley. 2. Consider December 13, 2016 Agenda IIMoved by Jayne Dietz and seconded by Willie Jackson to accept the December 13,2016 agenda as submitted. Motion carried 3-0. 3. Consent Agenda 3.1 Secretary's Report • September 27, 2016 Meeting Minutes 3.2 Treasurer's Report • September and October 2016 Revenue and Expense Reports Moved by Willie Jackson and seconded by Jayne Dietz to accept the Consent Agenda as submitted. General Business 5.1 New Business 5.1.a Approve Meeting Dates for 2017 Moved by Jayne Dietz and seconded by Willie Jackson to accept the Meeting Dates for 2017 as submitted. Motion carried 4-0. 5.1.b Discuss Changing Meeting Start Time Item continued to the January 2017 meeting. 5.2 Old Business 5.2.a Wayfmding Sign Examples • The Butterfly Garden and Prairie Grass signs were approved as submitted. The Board would like to see simplified language on the Rain Garden sign and on the kiosk they would like to see the antler watermark shrunk and dotted lines from the 'You are Here' star to each garden with an arrow. ■ Samples of the final two signs will be provided at the January 2017 meeting. Moved by Britt Aamodt and seconded by Jayne Dietz to approve the Butterfly Garden and Prairie Grass wayfinding signs as submitted. Motion carried 4-0. 5.3 Library Grounds Report There were no questions or comments about the Library Grounds Report. 5.4 Building Maintenance Report There were no questions or comments about the Building Maintenance report. Will noted the window seals won't be finished until after winter. 5.5 Board Member Zone Updates • The document was reviewed and will be updated based on the completion of various projects listed. 5.6 City Council Report 1111 irriiiREil ® r NATURE Elk River Public Library Board Page 3 December 13,2016 • Vice Chair Eberley asked Councilman Olsen if his written statement regarding the new Library Agreement was still correct. Councilman Olsen stated the information is outdated and is no longer accurate. Councilman Olsen stated that he was reassigned as Council Liaison for the Parks and Recreation Commission. New Councilman Nate Ovall is the new Council Liaison for the Library Board effective at the January 2017 meeting. Councilman Olsen distributed a handout of the article from the Star News about Councilman Ovall. Councilman Olsen noted the two new appointments to the Library Board are Mary Keifenheim and Margaret (Mick) Stoffers and provided a handout of the article from the Star News that spoke of the two new members. They will both begin with the January 2017 meeting. 5.7 Patron Services Supervisors Report Karen Pundsack provided a supplemental handout from Brandi with updates on GRRL business. Karen discussed the statewide Minnesota Loves Libraries campaign,which is meant to gather stories from library users about how the library has made a difference in their life. The stories will be shared with legislators on Minnesota Library Legislative Day in March 2017. • Legacy funding has been reduced each bi-annum and the 12 library systems are trying to bring attention to their value. Karen also mentioned that if legislature holds a special session the grant funding bond will hopefully pass, which has a new funding formula that should provide an increase in funding. Willie asked if Karen could provide a report on the legacy funding and how the money is pushed out from GRRL and in particular,how much Elk River gets of the legacy funding in relation to the other libraries. Karen said she can provide the hard data as it pushed out to each county in the GRRL,but does not have staff time to gather the data of legacy funding divided amongst each entity. She can also provide final reports for each year that may answer some of Willie's questions. Karen will email the information to the Board. 5.8 Library Services Coordinator Report • Elk River Library staff did a very successful presentation at Lincoln Elementary School. • Will met with Ivan Sand school and hopes for more involvement with the school. • The Friends Group sponsored an Elk River Chamber of Commerce membership for Will. He has the opportunity to share his feedback with the school district. • • Highlights of some of the new programs the library will be trying: POWERED Dr NATURE Elk River Public Library Board Page 4 December 13,2016 S oBook club for adults and an offsite book club for older and less mobile adults. o February evening story hour for children at a time not normally offered to try to accommodate working parents. o Winter reading for teens and adults that will tie into the February"Library Lovers Month". o Recipe Swap in January in which cookbooks will be displayed on shelves and recipes printed for swapping. o "Color Away Your Winter Blues" for teens in January. The library will provide art supplies. o MnSure Navigator available biweekly for appointments with residents. o A jam session for local acoustic musicians to drop in and join in.
