I . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 6:00 p.m. by Mayor Dietz.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider 03/20/2017 Agenda
Moved by Councilmember Westgaard and seconded by Councilmember
Wagner to approve the March 20, 2017, agenda.
Motion carried 5-0.
4. Consider Consent Agenda
Moved by Councilmember Westgaard and seconded by Councilmember
Olsen to approve the following consent agenda:
4.1 Check register, check numbers 100827-101005 as outlined in the staff
report.
4.2 Pay estimates as outlined in the staff report.
4.3 Resolution 17-12 approving the premises permit for the Elk River
Youth Hockey Association to conduct gambling at Sammy Perrella's,
19232 Evans Avenue.
4.4 Special Discharge Permit for Elk River Landfill, Inc., for the temporary
disposal and treatment of their landfill leachate as outlined in the staff
report.
4.5 Climate Smart Municipalities internship as outlined in the staff report.

Jim Snetzinger, 18648 Simonet Drive, provided the council with some documents
regarding the property at 18629 Simonet Drive and improvements he claimed an
individual named David Scott Larson made to the property. He requested the city
determine why building permits were not obtained and if there would be
consequences for not following city ordinance. He stated he brought these concerns
to the building official, the city administrator, and the city attorney and was told that
not much could be done. He requested the council review the information he
provided.
The council stated they would add this to a future meeting agenda and Mr.
Snetzinger would be notified of that date.
6.1 City of Elk River Volunteer of the Month — Mayor Dietz
Mayor Dietz introduced, read, and presented a plaque to Jill Varty as Volunteer of
the Month for March. He noted the following volunteering accomplishments:
• 11 years as volunteer assistant coach for Elk River boys/girls cross country
teams
• Volunteer at CAER three days a week
• WCCO Radio "Good Neighbor" award
• Volunteer at Meadowvale Elementary School
• Sunday school confirmation teacher at church
6.2 Introduction of New Employees
Mr. Portner introduced Amanda Bednar, the new environmental coordinator. Ms.
Bednar noted a few of her previous work accomplishments and stated Kristin Mroz
did a wide variety of environmental work in this position and was looking forward to
learning it all.
Chief Nierenhausen introduced Christina Bolduc, the new part-time community
service officer. He indicated Ms. Bolduc was currently a reserve officer with the city
and noted her high number of volunteer hours for the city in 2016. She will continue
to serve as a reserve and is currently in school to obtain her bachelor's degree in law
enforcement.
The council welcomed the new employees.
6.3 Complete Streets Survey Results
Ms. Nguyen presented the results of the complete streets survey with a Power Point
presentation.

7.1 Simple Plat of Yankee Doodle Crossing, Ebert Construction
Mr. Leeseberg presented the staff report. He distributed an updated page 1 of the
staff report with modifications to the conditions. The applicant was present.
Mayor Dietz opened the public hearing.
Brian Bremer, the applicant, expressed concerns with the amount of space for
future U -Haul parking, as well as the slope of Outlot A and amount of grading that
will need to occur when the existing freestanding sign is relocated. He expressed
concern with a large retaining wall and how his property would be viewed as being in
a hole.
There being no one else to speak, Mayor Dietz closed the public hearing.
Moved by Councilmember Wagner and seconded by Councilmember Olsen
to approve Resolution 17-13 for the Final Plat of Yankee Doodle Crossing with
the following conditions:
1. Any development of Outlot A in the Yankee Doodle Crossing
subdivision will require an amendment to Conditional Use Permit No.
14-13 (U -Haul Trailers).
2. The existing freestanding sign must be relocated to Lot 1, Block 1, of
the Yankee Doodle Crossing subdivision when any development,
redevelopment, platting, or other approvals on Outlot A of the Yankee
Doodle Crossing subdivision occur.
3. No permit for modifications to the existing freestanding sign on
Oudot A of the Yankee Doodle Crossing subdivision will be issued.
4. Future development or redevelopment on Outlot A, and Lot 1, Block 1,
of Yankee Doodle Crossing must comply with all setback and design
standards described in city code.
Motion carried 5-0.
8.1 General Business
There were no items to discuss under General Business.
Mayor Dietz announced the council will recognize the state champion Elk River
High School girls' basketball team at the April 3, 2017, council meeting.
Council recessed at 6:25 in order to go into work session. Council reconvened at
6:31 p.m.

9.1 Ordinance Amendment Relating to Dumpsters and Portable Storage
Containers in City Right -of -Way
Mr. Leeseberg presented the staff report.
It was the consensus of the council to continue enforcing the ordinance as it is
currently written by continuing to prohibit containers and other materials from being
placed in the right-of-way and not issue permits.
Mr. Portner distributed information to the council regarding proposed bills being
reviewed at the state legislature regarding local decision-making authority and asked
the council to review and provide feedback.
10. Adjournment
There being no further business, Mayor Dietz adjourned the meeting of the Elk
River City Council at 6:50 p.m.
