PRSR 04-12-2017 Elk Meeng of the Elk Rer Parks and Recreation Commission River Held at the Elk River City Hall Thursday, March 9, 2017 Members Present: Chair Anderson, Commission members Ahlness,Holmgren, Niziolek,Kallemeyn, Sagan and Soltvedt Council Liaison: Mr. Olsen Staff Present: Parks and Recreation Director,Michael Hecker, Recreation Manager Steve Benoit, and Recreation Coordinator,Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 03/09/17 Agenda Chair Anderson added -52 Eagle Scout Project Presentation Moved by Commissioner Sagan and seconded by Commissioner Ahln.ess to approve the March 9,2017 as amended, Parks and Recreation Commission meeting agenda with added item 5.2. Motion carried 7-0. 3.1 Consider 02/08/17 Regular PRC Minutes Moved by Commissioner Kallemeyn and,seconded by Commissioner �'-Niziolek to,approve the following February 8, 2017 Parks and Recreation Commission Minutes. Motion carried 7-0. 4. Open Forum-None 5.1 William H. Houlto ,Conservation Area Buckthorn Removal Elk River High School student Ashley Nething presented to the commission a recent volunteer event where more than 40 volunteers along with the Friends of the Mississippi River assisted staff in removing invasive species buckthorn on Saturday, February 25,2017. 5.2 Paul Andraesen Eagle Scout Project Eagle Scout Paul Andraesen presented to the commission the project he will be doing at the Great Northern Trail observation deck. Mr. Andraesen shared he will improve the access trail upward by building steps going up about 30 feet towards the observation deck. Parks&Recreation Commission Minutes Page 2 March 9,2017 6.1 Major Park Use — Lion John Weicht Park Mr. Benoit presented his staff report. Gateway Church representative, Chase shared that they want to celebrate through music and will offer concessions onsite and donating any profits to CAER. Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to recommend to City Council to accept staff recommendations of charging the band shell fee of$20, returnable damage deposit of$250 and group will pay for extra trash and portable toilets if needed. Motion carried 7-0. 6.2 Parks and Recreation Bylaws Mr. Hecker presented his staff report. Moved by Commissioner Sagan and seconded by Commissioner Holmgren to approve the Parks and Recreation Commission Bylaws. Motion carried 7-0. 7.1 Outdoor Ice Rinks Mr. Hecker presented his staff report. Adding that staff is working with the school district on the possibilities of updating the two indoor rinks. It is in the preliminary process of talks. Chair Anderson Dave would like to see it as an action item in future regarding if one or more rinks should close. Commissioner Holmgren would like to know what the area residents want, and suggests inviting them to the next meeting. Chair Anderson, stated that if Trott Brook Park ice rink was closed people would just need to go further to skate. Does the current level use justify the cost of keeping the rink open? Commissioner Soltvedt stated it would be worthwhile to notify the residents of Trott Brook neighborhood that the rink may be closed and invite them to future meetings to get their feedback. Noting the location of rink is up and out of the way, and is not lit so it is not clear if it is open. Pr IEREO er INATUPE Parks&Recreation Commission Minutes Page 3 March 9,2017 Chair Anderson asked that a notice be mailed to the Trott Brook neighborhood residents about the next meeting when the outdoor rinks are discussed. 7.2 Deer Hunting Update Chair Anderson shared the deer hunt update. Commissioner Soltvedt asked what communication steps were taken to get the word out about the hunt. Chair Anderson shared that it was posted on social media and signs were placed at each park. Commissioner Soltvedt recommends direct contact of residents that surround the parks.This would get residents aware of what is going on. 8. Parks and Recreation Director Update Mr. Hecker presented his staff report. Introducing new commissioner Andy Soltvedt,who then shared his background. Mr. Hecker asked to discuss the option of plowing Woodland Trails Regional Park trails that are used for skiing as there has been a jump in calls requesting it this year. Commission decided that it is not a good idea and that it has been discussed many times in the past. Mr. Hecker asked the commission if they would be available to tour other athletic fields such as Sand Creek Fields, Rice Creek Fields, or Shoreview, taking an afternoon to conduct the tour. April 26th was suggested. Mr. Hecker shared that the Orono Master Plan will be updated and that HKGi has been hired to put it together. The skate park is being moved due to the trail along Highway 10 going in and storm water requirements will affect the parking lots. Chair Anderson asked if commission can be involved in the initial mockup of the park master plan before the consultant comes in. Commissioner Niziolek thanked the Friends of the Mississippi River for helping with the buckthorn removal at the William H. Houlton Conservation Area. OIEREI BY P NATURE Parks&Recreation Commission Minutes Page 4 March 9,2017 9.1 Recreation Manager Report Mr. Benoit presented a slide show regarding the Open Gym program. 9.2 Park Superintendent Report Mr. Benoit presented the staff report adding that the Elk River Chamber sent a thank you to the parks maintenance crew for their efforts in the success of Shiver Elk River. 10. Election of Chair and Vice Chair Moved by Commissioner Sagan and seconded by Commissioner Ahlness to nominate Dave Anderson to be Commission Chair. Motion carried 7-0. Moved by Commissioner Sagan and seconded by Commissioner 30c to nominate Dave Kallemeyn to be Commission Vice-Chair. Motion carried 7-0. II. Announcements Chair Anderson thinks the eagle is sitting on eggs at Bailey Point Nature Preserve. 12. Adjourn to work session There being no further business, Chair Anderson adjourned the meeting of the Elk River Parks and Recreation Commission at 7:58 p.m. 13. Work session 13.1 Trails Master Plan The work session meeting of the Elk River Parks and Recreation Commission was called to order at 8:05 p.m. by Chair Anderson. Mr. Hecker introduced Andrew Witter, Public Works Director with Sherburne County. Mr. Witter shared the county's park, trail, and active living plan which was adopted in November 2016 by the Sherburne County Board. Residents complained of the lack of connectivity of the trail system, county wide. A goal is to continue the Mississippi Regional Trail (MRT) westerly, and others listed. ONEAE1 B1 INAIUREI Parks&Recreation Commission Minutes Page 5 March 9,2017 Sherburne County will continue to seek funding and continue building The Great Northern trail north to Zimmerman. The long term transportation plan is dated from 2007 and would like to see a more robust non-motorized trail section in Elk River. Mr. Witter suggested taking the Sherburne County five year plan and compare to the city's Parks and Recreation Master Plan of trails. A cost participation policy was discussed with Parks and Recreation Director Michael Hecker and Parks Superintendent Tim Sevcik regarding who does what for new and replacement costs of trails. I4.
