Background/Discussion
The Parks and Recreation Commission discussed outdoor ice rinks on February 8,2017. Discussion
continued to the March 8 meeting when the commission recommended the rink at Trott Brook Farms
Park be closed because it received little to no usage during the past winter season.
Staff mailed letters to more than 300 residential home addresses in the Trott Brook area informing them
the commission will discuss and may recommend closing the Trott Brook Farms ice rink.
Four skating rinks are located within neighborhood parks: Trott Brook Farms Park,Kl.iever Lake Fields,
West Oaks Park and Riverplace Park. These rinks are smaller in size and do not contain boards for boot
or stick hockey or warming hour facilities;however goals are provided at each facility and snow is banked
to provide a partial backstop.
Financial Impact
The closure of the Trott Brook ice rink could save the city up to $4,800 annually depending on the length
of the winter season.

Dear Trott Brook HOA member:
At the February and March meetings of the Elk River Parks and Recreation Commission,the commission
discussed the declining attendance at the city's outdoor ice rinks.While some decline may be attributed to
weather,some commissioners felt declines were the result of an increased number of backyard rinks.
The city currently maintains six outdoor skating rinks with Lion John Weicht Park and Handke Pit the most
popular,both of which have warming houses.Neighborhood rinks are located at Trott Brook Fart.us Park,
Kliever Lake Fields Park,West Oaks Park,and Riverplace Park.
The Trott Brook Farms Park ice rink has had multiple years of very low and declining attendance rates. The
cost to maintain a neighborhood rink is about$4,800 annually. The commission plans to continue their
discussion of outdoor rinks and the possibility of no longer maintain an ice rink at Trott Brook Farms Park.
As a Trott Brook HOA member,you are invited to be a part of the commission's discussion at their regular
meeting at 6:30 p.m..Wednesday,April 12 at the Elk River City Hall, 13065 Orono Parkway. If you are not
