Background/Discussion The applicant, Satellite Shelters,has requested to amend the I-3 (General Industrial) zoning district to allow outdoor storage as a principal use of the property. Ordinance currently requires all outdoor storage uses to be accessory to a principal use, and must receive approval via a Conditional Use Permit (CUP). Staff will provide information specific to the site they are reviewing, and comments made during the site plan review meeting on April 3, 2017. Zoning Ordinance Amendment for General Industrial district What are the reasons/purpose for the proposed Ordinance Amendment? Current zoning requires that a conditional use permit for outdoor storage be "accessory to principal use" under the General industrial zoning. The proposed zoning ordinance amendment would remove the "accessory to principal use" language under the "Conditional Uses" requirements. Which would allow for a CUP to be granted in this zoning district for outdoor storage as a principal use. The proposed amendment would allow the user of parcel 75-778-0010 to obtain a CUP for outdoor storage of mobile job -site offices, portable classrooms and modular buildings which is currently not allowed as a principal use. This use would provide minimal site impact, furthermore it would provide an excellent opportunity for future development. How is this request consistent with the City of Elk River Comprehensive Plan? Minimal impact to site location, adjacent properties which currently utilize outdoor storage along with the potential for spin off development make this a great opportunity. What has changed to warrant the Ordinance Amendment and what are the benefits to the City? Currently this undeveloped lot is used for agricultural purposes and an opportunity to better utilize this site has been presented. This change would bring a new business to the City and allow this user to consolidate locations. In addition to providing a new use for the property, which could spur spin off development, it would also increase the City's tax base by changing the zoning classification from agricultural to commercial.
