Background/Discussion Within the Parks Improvement Fund, $63,000 was allocated for trail improvements at Hillside City Park. The Minnesota Off-Road Cyclists (MORC) in cooperation with the city developed trail construction specifications and solicited quotes for the construction of a natural-surface single-track trail at Hillside Park. Two quotes were received. The lowest quote of$50,400 from YRU Contracting Inc. is recommended. They plan to start construction in early July. Construction will consist of approximately 18,500 LF of natural surface single-track trail built to an approximate trail tread width of 30-inches. The trail construction will be on the east side of the park as outlined in the construction specifications. Financial Impact $50,400 total project cost from the Park Improvement Fund. This Section includes the following: 1. International Mountain Bicycling Association(IMBA) Guidelines 2. Trail Specifications 3. Mechanical Equipment Restrictions 4. Clearing and Grubbing 5. Trail Tread Construction 1.2 MEASUREMENT AND PAYMENT A. Measurement and payment will be as indicated on the Proposal for Contract Work. 1. The Lineal Foot (LF) unit price shall constitute full compensation for furnishing all material, extra equipment, labor, and supplies and performing all operations necessary to construct the min- imum tread width trail section set forth in the Contract Documents and not specifically included in other pay items. The LF amount in- cludes but is not limited to the following: • Grubbing the trail clear zone; • Excavating the tread; • Manually finishing the trail tread and back slope; • Constructing surface water control features; • Constructing jumpable features alongside trail; • Restoring areas adjacent to the trail disturbed by trail construction; and • All other associated work items and manual labor required for construction of trail shall be consid- ered incidental. B. Any item or activity that is required and not specifically included in the above pay items shall be considered incidental to the Total Unit Price Bid Amount. 1.3 IMBA GUIDELINES A. All trail construction and associated work shall be in accordance with IMBA guidelines unless the Contract Documents specify more stringent require- ments. B. The specifications provided in this Section were copied and, in some cases, adapted directly from Trail Solutions:IMBA's Guide to Building Sweet Singletrack 1.4 BIKE-SPECIFIC TRAIL FLOW A.All trails constructed as part of this project shall be natural surface singletrack trail that is purpose built for mountain bicyclists,sometimes described as flow trails.A subset of the larger family of rolling contour trails,flow trails share the following basic characteristics: i. Synergy with the landscape: Making the most of what the natural terrain provides by PART 2-PRODUCTS(Not Used) PART 3 -EXECUTION 3.1 MECHANICAL EQUIPMENT RESTRICTIONS A. Trails are to be constructed using manual labor and low impact mechanical equipment such as mini-dozers, mini-excavators, and mini-skid steers. 1. Mechanized equipment including cutting blades or attachments shall not exceed 48 inches in width. Removing trail anchors, such as trees that define the sides of the trail,to allow the mechanical equipment to move more freely and efficiently will not be allowed. Visual damage to vegetation, whether woody or herbaceous, must be avoided outside the trail corridor. 2. Use and types of mechanical equipment, if any, furnished by the Contractor will need Owner approval prior to construction. 3. Only Owner approved site access shall be used. 3.2 CLEARING AND GRUBBING A. Tree Cutting Diameter Limits 1. All vegetation equal to or greater than 2 inches caliper at 6 inches above the ground may not be cut down or removed without the consent of the Owner. B. Trimming Branches 1. Branches shall be trimmed within the trail clearance zone and trail ceiling limits. 2. The practice of natural target pruning shall be followed when trimming branches. C. Tree and Brush Removal 1. Vegetation within the trail tread must be dug out. Cutting the vegetation back to ground within the trail tread is not acceptable as it may become dangerous when the trail tread compacts. The hole shall be filled with non-organic material to match the surrounding grade. 2. All other vegetation outside the trail tread must be cut back to 2 inches or less above grade. 3. All trees,brush,and stumps,and root wads shall be hand dragged a minimum of 30'from edge of trail(or more in open areas). Cut ends shall face away from trail.Woody debris shall be scattered to not exceed a height of 2 feet in height.All trees greater than 2"dbh to be limbed on one side so tree lies flat on ground. D. Clearing the Trail Tread 1. The trail tread shall be raked and the removed organic material placed uphill for use later. 3.3 TRAIL TREAD CONSTRUCTION 1. The Contractor shall typically follow the five basic steps below to constructing a full bench-cut sustainable trail. a. Step 1:Dig the Tread 1) The trail tread shall be constructed by cutting the entire specified trail width into the side slope.The finished profile grade elevation is defined as the existing ground at the compacted mineral soil elevation after removal of organic materials. b. A rolling grade dip incorporates a knick at the end of a long gradual dirt ramp. The knick-like depression shall be longer than a bike whereas the ramp shall be 10 to 20 feet. The excavated soil shall be used to construct the ramp. Rolling grade dips shall be placed in areas where the natural roll of the land or change in trail grade may need to be accentuated. Rolling grade dips shall be constructed whenever surface water control structures are needed unless the Owner approves a knick or other drainage structures. A knick is a semi-circular, shaved section of the trail about 10 feet in diameter on the downhill side of the trail tread. The center of the knick is outsloped at about 15%.A knick is typically used where there is a low area for the water to drain to and where water has or may tend to puddle. D. Insloped Turn 1. Orientation of the insloped turn should be like that of a climbing turn: The upper and lower legs run along the contour, with the trail turning quickly and evenly through the fall line. By building the insloped portion of the turn on the fall line, water is not trapped or otherwise impeded as it flows downhill. An insloped turn should include a choke point and a grade reversal on the upper leg of the turn. The choke point will help to slow user speed, and the grade reversal will divert water off the tread before it hits the fall-line portion of the turn, where it is likely to do the most damage. 2. The radius of an insloped turn should range between 10 and 15 feet, enabling the rider to move through the turn without a significant change in speed. s Backslope blended with insloped tread.
