SUBJECT: Municipal Facilities Refuse Contract
The refuse contract for Elk River's municipal facilities will expire on May 31,
1999. During the review of this contact each facility was reassessed. Larger
containers were requested at the street department and the liquor store. The
Youth Athletic Complex is also in included in this contract, and service at the
softball complex has be lengthen to run through October. Along with these
increases, sales tax has also risen.

The annual difference between the old contract and the new contract is
$14.06 per month or $169.72 annually. The new contract will cost $17,128.44
per year. The city recognized some savings by breaking out tax exempt
recycling fees from refuse fees, and by reorganizing refuse containers in
Orono Park.
To date, Pretzel's Sanitation has done a good job. Therefore, I recommend
that the City renew its contract with Pretzel's Sanitation for an additional
two year period. Following this extension, the contract is required to be
reopen for bid.

Motion to renew the municipal facilities refuse contract with Pretzels
Sanitation.
