VILLAGE OF ELK RIVER COUNCIL MEETING
March 2, 1891
Council met at C.S. Wheaton’s office at 8:00 p.m.
Present: CS. Wheaton, N.K. Whittman, D.R. Houlton, E.E. Bryant
The committee appointed at the last meeting to correspond with engineers in reference to a street
grade was authorized to contract with E.T. Abbott for the establishing of a permanent grade.
On motion, Wm. Eddy was appointed a Poundmaster and his lot (#12, blk 13) was established as a
pound.
On motion, lots 7 & 8, blk 3, Houlton’s Addition was established as one of the pounds of said
village.
On motion, adjourned.
