RE: TRUNK HIGHWAY 10/171 ST AVENUE SIGNAL IMPROVEMENT
Dear Council Members:
We have tabulated the bids for the TH 10/171st Avenue Signal improvement opened on
Tuesday, April 6, 1999, at 10:00 a.m. There were a total of four bidders. The names of the
bidders and their total bid appear in the following table:

The Engineer's Estimate for this project was approximately $183,000.00. Accurate Electric is
approximately 8% under the Engineer's Estimate. Accurate Electric has not performed work in
the City of Elk River previously; therefore, we contacted Tom Dumont, Assistant Traffic
Engineer for MnDOT District 3, for a reference. Mr. Dumont indicated that Accurate Electric has
done a substantial amount of work in the St. Cloud area and MnDOT has always found their
work to be of good quality. Therefore, we would recommend award of the contract to Accurate
Electric, Inc., in the amount of $169,221.26. Attached is a resolution for the City Council's
consideration accepting the bid and authorizing the execution of the contract.
We have had a brief discussion with Accurate Electric regarding the timing of this project. They
have indicated that they would like to begin immediately and hope to have all the equipment
available for installation within six to eight weeks. Therefore, it is anticipated the signal could be
up and operational in early summer of 1999.
If you have any questions, I will be in attendance at your April 12, 1999, City Council meeting.

RESOLUTION 99 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
TH 10/171ST AVENUE SIGNALIZATION AND INTERSECTION GEOMETRICS
IMPROVEMENT OF 1999
WHEREAS pursuant to Resolution 98-14, competitive bids were solicited and
received for the TH 10/171st Avenue Signalization and Intersection
Geometries improvement as set forth in the bid tabulation attached hereto
and incorporated herein by this reference; and
WHEREAS the City Council has considered the amount of the bids and the
responsibility of the bidders and determined that Accurate Electric, Inc., is
the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1.
The Mayor and City Administrator are authorized and directed to execute, on
behalf of the City, such contract with Accurate Electric, Inc., as is approved by
the City Attorney for the completion of the TH 10/171st Avenue Signalization and
Intersection Geometrics improvement according to the approved plans and
specifications.
2. The City Administrator is authorized and directed to forthwith return to all bidders
the deposits made with their bids upon execution of the contract above specified.
