01-12-1892 Charter Election VCM VILLAGE OF ELK RIVER January 12, 1892 th Minutes of the proceedings of the Charter Election of the Village of Elk River held on the 12 day of January A.D. 1892. In the absence of the regular judges, K.H. Burrell and E.E. Chase were appointed Judges of Election and each subscribed to the oath of office to serve as such judge. E.E. Bryant, Recorder of said village subscribed the oath to serve as Clerk of said election. Proclamation of the opening of the polls was made by K.H. Burrell, one of the judges at one o’clock p.m. At five o’clock p.m. the polls were closed by proclamation of K.H. Burrell, one of the judges. The Judges then proceeded to publicly canvass the votes, and the persons having the greatest number of votes for the respective offices voted for, were declared elected. The following is a correct statement of the canvass of votes by ballot for the election of officers as publicly canvassed by the judges \[ \] : C.S. Wheaton had 63 votes for President. T.S. Nickerson had 51 votes for President C.S. Wheaton was declared elected President D.R. Houlton had 63 votes for Trustee N.K. Whittman had 63 votes for Trustee J.F. Lewis had 63 votes for Trustee John Mills had 1 vote for Trustee Chester Hill had 1 vote for Trustee D.H. Parson had 49 votes for Trustee L. Polland had 50 votes for Trustee W.F. Chadbourne had 50 votes for Trustee J.H. Williams had 1 vote for Trustee D.R. Houlton, N.K. Whittman and J.F. Lewis were declared elected Trustees. J.H. Williams had 1 vote for Recorder E.E. Bryant had 113 votes for Recorder E.E. Bryant was declared elected recorder. M.J. Castello had 62 votes for Treasurer Henry Castle had 45 votes for Treasurer M.J.
