01-12-1897 Election Minutes VCM VILLAGE OF ELK RIVER COUNCIL MEETING Minutes of the Proceedings of the Annual Village Election of the Village of Elk River th held on the 12 day of January 1897 At the annual Village Election of the Village of Elk River in the County of Sherburne and State of Minnesota, held \[at\] Music Hall, being the place where it was directed to be held by the Village th Council after given due notice thereof as provided by law, on the 12 day of January 1897. Chas S. Wheaton, one of the qualified voters of said Village, who had within twenty days before such time been designed and appointed by the Village Council to act as Judge of said Election. J.H. Williams was elected viva voce as the other Judge, who being present with the Recorder at the hour of one o’clock P.M., each of them duly took and subscribed \[an\] oath to faithfully discharge the duties required of them at such Election, and the said Judges and Clerk, being duly qualified, forthwith opened the polls by proclamation, and the Elections proceeded by ballot without adjournment or intermission until closed. The subjects voted on at such election, as stated in the notice thereof, were one President of the Common Council, three Trustees, one Recorder, one Treasurer, one Justice of the Peace. The question of granting license for the sale of intoxicating liquors as a beverage, was submitted to the voters of said Village. At four o’clock in the afternoon of said day, the polls were closed, proclamation thereof having been made by one of the Judges thirty minutes previous thereto. The Judges then proceeded to publicly count and canvass the votes, and continued without intermission until complete and the result declared. The following is a true statement of the result of the counting and canvass of votes by ballot at the annual Village Election of the Village of Elk River, County of Sherburne and State of Minnesota, held Jan. 12, 1897, as proclaimed to the voters by one of the Judges of Election. H.C. Hastings received 90 votes for President of Common Council. E.P. Sawyer received 35 votes for President of Common Council. H.C. Hastings was declared elected President of Common Council. D.R. Houlton received 124 votes for Trustee. W.W. Heath received 35 votes for Trustee. W. Jameson received 35 votes for Trustee. L. Pollard received 90 votes for Trustee. F.P. Brown received 87 votes for Trustee. C.I. Scoboria received 3 votes for Trustee. D.R. Houlton was declared elected Trustee. L. Pollard was declared elected Trustee. F.P. Brown was declared elected Trustee. A. Bryant received 35 votes for Treasurer Chas. M. Babcock received 90 votes for Treasurer. Chas. M. Babcock was declared elected Treasurer. C.I. Scoboria received 35 votes for Recorder. W.F. Chadbourne received 90 votes for Recorder. W.F. Chadbourne was declared elected Recorder. J.H. Williams received 124 votes for Justice of the Peace. J.H.
